Hurricane Wilma IAP #3 Operational Period: 1900 10-21-05 to 1900 10-22-05 General Operating Objectives: 1.Continue State level operations. 2.Maintain State Evacuation Team in support of south Florida counties. 3.Begin planning for Search and Rescue / Emergency Services entry operations to south Florida and the Keys. 4.Maintain the Unified Logistics Team to support south Florida Operations. 5.Determine the need and locations for staging resources in south Florida. 6.Continue to support county shelter operations. 7.Determine the target time to close additional State facilities in south Florida. 8.Continue to determine the need and locations for staff deployments. 9.Identify the methodologies and need for bus drivers to support the "Public Transportation Dependent" populations in south Florida. 10.Determine the phased target times for re-location of south Florida healthcare facilities. 11.Continue preparations for Community Response Teams to south Florida with a focus on assessment, identification and reporting of Human Needs. 12.Support Infrastructure Operations. 13.Begin financial management of Hurricane Wilma operations. 14.Determine and implement animal support functions. Deployed 1 SpNS regional coordinator to Highlands County SpNS Shelters will open as needed, depending on the storm track Conducted conference call with Monroe ESF8/EM to finalize health facility evacuation and reentry timelines Pre-admitted brain and spinal cord injury and hospice patients in areas of risk for pre-impact clinical treatment. Collecting data regarding availability of skilled nursing facility beds for potential post-impact use. Pre-staged 7 Regional Emergency Response Advisors (RERAs) pending impact Pre-staged 2 Disaster Medical Assistance Teams (DMATS) (FL-1 and OK) in-state; alerted 6 Disaster Medical Assistance Teams, located out-of-state. Pre-staged 5 additional federal medical strike teams

ESF 12 – Energy Current Issues - Fuels All 9 major petroleum companies and 112 retail stations reporting Bulk 232 million gallons, mg, available now, 104 mg available in 3 days and 224 mg available in 9 days. Retail locations reporting having plenty of fuel Orange county and I-4, I-95, I-75, and US-1 corridors and FL Turnpike have plenty of fuel. Retail locations reporting having fuel, but some were low Hillsborough county – 64% have plenty and 36% were low. Retail locations reporting having fuel but some were low and some were out Palm Beach and Broward counties – 80% have plenty, 10% were low and 10% were out. Miami Dade county - 82% have plenty, 9% were low and 9% were out. Collier county - 60% have plenty, 30% were low and 10% were out. Charlotte county - 60% have plenty, 20% were low and 20% were out. Lee county - 80% have plenty, 10% were low and 10% were out. Pinellas and Pasco counties - 90% have plenty and 10% were out

ESF 12 – Energy Up Next – ESF 13 Current Issues - Electric One major investor owned utility, four electric co-ops and six municipalities will likely be affected if the storm stays on the projected path. FPL reports that 6,500 out of state personnel have been mobilizing in the state and are positioned to quickly respond. Municipal utilities and Electric Coops have activated their mutual aid agreements, personnel and equipment have begun positioning and they stand ready to respond in their areas. Unmet Needs None at this time Future Operations Assist out of state electric utility crews in entering the state. Continue monitoring fuel and electricity issues and responding to tracker requests.
