3 Stages of Institutional Development
1992 – Establishment of the State Enterprise for development of central bank of registration of land parcels and the rights on them 1995 – Establishment of districts administration for improved land administration (10) 1997 – Establishment of the State Enterprise Center of Registers and introduction of integrated system of Registration of immovable property and the rights on it – Introduction of mass computerized valuation 2004 – Extension of functions of Center of Registers: development of unified Register of legal entities and introduction of Address Register, mass valuation

4 Development of immovable property registration and cadastre system
In computerized system of registration of land parcels and the rights on them was introduced and developed. System covered whole territory of Lithuania. At central level all data were copped in Central bank of data, which was administrated by the State Enterprise of Land Cadastre. cadastre and registration of buildings were conducted separately from land parcels, manually, by State bureau of inventory In 1997 – State enterprise of cadastre and registration of immovable property was established. Law on Registry of immovable property was adopted. In In completely computerized system of registration of immovable property it was established a connection between land parcels and buildings – cadastral and registration data in one unified system.

5 Development of immovable property registration and cadastre system
In 1999 – it was established straight (local) computer net throughout the country and local data bases were connected to Central bank of data. It was introduced data providing service to users through internet. Complete payback of activity. 2001 – It was enlarged and modernized data providing internet service, finished input of data from paper acts on buildings, constructions and apartments in Central bank of data, it was installed internet system of order on conducting cadastral and registration activities. Complete payback of activity – computerized system of mass valuation was introduced 2004 – 2005 – Registry of immovable property was integrated with Registry of legal entities and Registry of addresses

10 Basic Functions of Center of Registers
Conducts registration of immovable property, rights on property, other property rights, restrictions and legal facts; Provides official information according to the data of CDB of Register of immovable property; Carries out cadastral survey of constructions ; Forms, conducts and updates data base of register and cadastre of immovable property; Analyzes property market and valuation for taxation and other purposes, prepares and publishes maps indicating values; Creates and maintains cadastral maps of Lithuania and administrates GIS of cadastral data base; Conducts registration of legal entities and provides relevant data; Conducts register of addresses. Provides data to users and to other state registers.

Data are provided to users from Lithuania and in nearest future – to abroad (Project EULIS) Center of registries is introducing electronic documents – since January of 2006; data on real estate registry and cadastre are kept in e-archive The standards of data provision are used throughout the country It is created e-service for accomplishment of transactions on immovable property; introduction is planned in 2007.

24 Principles of System Development
Sytem should not be difficult. System should be economically feasible – income should cover operational costs. Best practices of other countries should be used and applied for specific situation. System should allow further development, i.e. it should not be designed on specific, local programmes. Comprehensive legal base, appropriate institutional structure, highly skilled specialists and sufficient financing are necessary for successful development of the system. Systems should meet customers’ needs.
