8 The new policy for foster care The Plan DOM (Challenges, Opportunities and Changes) – April 2008 This plan aims to improve continuously the quality of children’s and young people’s homes through the promotion of institutionalized children’s rights, their education, citizenship and deinstitutionalization in time.
