2 Bottom up The intervention set up is assessed during the mid-term and ex-post evaluation also against the actual situation achieved in given time. The „bottom up approach“ – if implemented projects are contributing to the objectives Conducted in 5 steps

4 Step 2 The second step is possible to use if project implementation lasts more than one year and it is divided into stages. This procedure is identical with step 3 which is mentioned below.

6 Step 4 – synergy of projects After finishing the assessment of all individual projects, which were supported by local action the results are summarized according funds allocated per project, per measure in total, per specific objectives in total and per strategy in total. The values of output, results and impact indicators are quantified at this stage in their actual value at the time of the strategy evaluation.

10 Important questions Are projects implemented in line with the strategy? Is the implementation of measures balanced? Are outputs contributing to results sufficiently? Is there a balance among measures measures in contributing towards objectives (which measures are, which are not contributing?) Is the strategic objective followed? Is there premise to achieve strategic objective with projects and allocated budgets and if yes to which extent?
