GENERAL PLANNING, PROMOTION, COORDINATION, CONTROL AND REPORTING  Upgrading of the methodological guidelines developed during the previous Actin project;  Upgrading of the multi-lingual Glossary containing more than 300 items related to the internal market acquis;  Developing a trainer-expert Vademecum which will help trainers to become familiar with the Project objectives and to improve their knowledge on the postal acquis;  Preparing in-depth analyses (direct interviews and sample analysis, focus groups, gap analysis on specific practices), which will focus on the needs and constraints of every BC POs.  Designing a new, up-graded database and web platform containing all the relevant documents developed during the 24 months of the Project.  Preparation of the information materials like “infobullettin”, leaflets, power-point demos, trainers/trainees exercise forms, questionnaires and evaluation tests, course and attendance certificates, CD-ROM, video recording of the main training sessions, press releases

GENERAL PLANNING, PROMOTION, COORDINATION, CONTROL AND REPORTING  Preparing surveys and samples researches  Translation of relevant documentation on the EU Postal Acquis (including Glossaries and Trainer Vademecum);  Collection of best practices;  Design and release of acquis Training for trainer Tools and Information Kits  Recruitment of national postal trainers; individuation of the trainees;  Recruitment of EU technical experts;  Recruitment of EU Postal sector speakers for the training sessions;  Preparation of the Training for trainer Tools which will be delivered to the Trainer-Experts during the training sessions. A specific team (Training Team) will be formed in Brussels, coordinated by the PSC, with the support of EU and BC technical experts.

TRAINING WORKSHOPS The training workshops will be organized with the support of EU training technical experts (coaches), multi-lingual interpreters for the main languages together with appropriate teaching tools/material. 1 st TRAINING SESSION The first training workshop will take place in Brussels where the Training for trainer Tools will be delivered to the Trainer-Experts of the BC POs. The training session will last 2 days (7 hours per day). 2nd TRAINING SESSION (intermediate) The 2nd training session will take place in the BCs and each session will last 3 days (7 hours a day). In addition to the trainer experts of a given BC, 2 trainers of each of the BCs will be invited to the workshop.

TRAINING SESSIONS TOPIC A  PROACTIN project guidelines and POs user training tool methodologies.  Appraisal of the legal basis of the postal acquis and its concrete impact on BC POs and stakeholders in the wider postal industry, businesses and local communities  The EU internal market scope and profile, policies and relevant EU programmes for POs, harmonization of technical standards: the postal acquis institutional changes, the socio- economical and environmental cross sectorial impact of the internal market acquis on the all stakeholders in the wider postal industry in BCs  Introduction to the 5 target areas of the ACCORD II agreement (1: Quality of Service, 2: Financial and Cost Accounting 3: Customer awareness, Marketing and Sales 4: Relations with the Regulator 5: Change Management and Integration of Human Resources System).

TRAINING SESSIONS TOPIC B  Compliance with the postal acquis, full compliance with the quality of services standards.  Requirements of Directive 97/67/EC and 2002/39/EC for the provision of postal services within the Single Market: benchmarking analysis, relevant indicators and future trends  Postal infrastructures, new product development, new business services to enable postal operators quality of service to be up ‑ graded; the adequate and permanent provision of the universal service in disadvantaged areas.  Promoting a fuller understanding of the internal market acquis through POs Business excellence models and on field information communication technologies applications; exchange of EU good practices.

TRAINING SESSIONS TOPIC C  The promotion of POs customer awareness values of the internal market acquis and how to promote POs corporate strategies and connected companies in improving the communication and its quality with LSEs (Large scale enterprises) and SMEs (Small and Medium-sized Enterprises) in an EU/BC comparative approach.

DISSEMINATION AND FINAL INFORMATION GATHERING This group of activities foresees the dissemination of the most significant project results and the experiences matured during the project implementation. It will be the joint responsibility of the BC POs Trainer-Experts and the PSC to define in details the national direct beneficiaries. Activities:  study visits at EU POs in relation to case studies discussed in the training sessions (2 days);  4 internal national seminars for each POs (“trainers train the trainees”) (2 days);  Feedback reporting from trainees;  Best practices collection and help desk training;  Translation of the documentation;  national dissemination campaigns in all BCs;  Final information gathering from Target Groups B;  Final conference in Brussels;  Final database and web upgrading of the PROACTIN Project;  Final report for the EC.

DISSEMINATION AND FINAL INFORMATION GATHERING Dissemination to Target Group A  Prior to any external dissemination activities and in order to maximize the effects of the training, the POs Trainer-Experts in each BC will organize and host, in their own language, local seminars for the postal managers/staff.  During the local seminars POs Trainer-Experts will transfer the specific Training session contents, professional competences gained and their individual experiences related to the internal market acquis and its operational implications for the postal sector. Throughout the Trainees involvement, “trainee feedback form” will be gathered together with specific informative activity questionnaires for PSC assessment.

DISSEMINATION AND FINAL INFORMATION GATHERING Dissemination to the Final Beneficiaries The external dissemination in the BCs to the stakeholders of the postal industry will be ensured in the following way:  Each BC PO Help Desk Officer will organize national Focus Group meetings (one day length). The objective of these meetings is to better understand the operational effects of the postal acquis on the organizations represented by the Focus Group members and to collect recommendations from them. Once these recommendations are collected, an acquis information day will be held in each BCs with the involvement of the interested European / national / local authorities (30 to 50 expected participants).  On these occasions a limited number of PROACTIN Information Kits in local language will be distributed. (sample of PROACTIN Training for trainer Tools, “infobullettin”, leaflets, power-point demo, questionnaires and evaluation tests, attendance certificates, Copy of the CD-ROM, copy of the video recording of the main PROACTIN Training sessions and press releases);  During these dissemination events specific questionnaires will be distributed for the purpose of final implementation of the ACTIN multi language Database and for PSC assessment.
