2 Sofia, 30/11/2008 Background: OMC - The Open Method of Coordination OMC is the governance tool, agreed between Member States in Lisbon, to ensure satisfactory progress in policy areas which are primarily of Member State competence. –Guidelines +timetables to reach goals –Indicators and benchmarks –National and Regional policies –Monitoring, evaluation and peer review

3 Sofia, 30/11/2008 Background: CREST – The Scientific and Technical Research Committee CREST is an advisory body whose function is to assist the Council and the Commission in performing the tasks incumbent on them in the sphere of RTD. Asked to act as an operational interface to define and oversee the implementation of the open method of co-ordination(OMC) in respect of the Barcelona Objective (3% of GDP for R&D in 2010)

Elaboration of Transferability scenarios –for each CREST category, identification of a reference model and conditions to be checked for transferability from one region to one other

12 Sofia, 30/11/2008 The Implementation Phase (i) All R4R Partners involved in real BP transfer processes. Each region has selected at least one BP to receive A structured procedure for interaction between “giving” and “receiving” regions

13 Sofia, 30/11/2008 The Implementation Phase (ii) A common but adaptable methodology –Defining the objectives –6-month plan –Working groups with experts and stakeholders –Study visits –A collaboration protocole and, if possible, a cooperation agreement
