EU, SIXTH FRAMEWORK PROGRAMME Optimisation for Sustainable Water Management EU funded Project: OPTIMA INCO-MPC Partner: INTERGEO Environmental Technology Ltd.- Greece

OVERALL OBJECTIVE To establish strategies for optimization of water demand-supply balance to guarantee sustainable development as a major part of the multi-objective optimization approach of the DSS-OPTIMA.

Driving forces: Human influences and activities that when combined with environmental conditions underpin environmental change Pressures: Pressures exerted on resources and ecosystems from human activities State: Condition of resource and ecosystem Impacts: Results of pressures on the current state Responses: Policies, engineering solutions, programs, etc OUR TASK - WP04

Demand-Supply management ALTERNATIVES Non conventional water supply options Policy/Management practices Conventional water supply options CRITERIA BENEFITS COSTS CONSTRAINTS Investment O&M Expected Life …… Supply Resource Demand improvement Supply Reliability …... Environmental, Public.. Public Health Environmental Engineering ……

Issues to Consider A.Resource Identification and Quantification B.Existing Exploitation Strategies C. Management & Economics D. Existing Environmental Stress E. Access to water and Conflict in Demand F. Water Technology Alternatives Indicators

Issues to consider A. Resource Identification and Quantification (i) Conventional Rivers, streams, springs, lakes Groundwater (shallow and deep) (ii) Non-Conventional Sea desalination Roof water harvesting

Issues to Consider B. Existing Exploitation Strategies (i). Dams, Weirs (ii). Reservoirs (iii). Boreholes (iv). Treatment Plants (v). Distribution Systems

Issues to Consider C. Management & Economics (i). Demand-Side Management Water Conservation Techniques domestic wastewater reuse (non-potable uses) irrigation water reuse, drip irrigation industrial water recycling and reuse domestic water conservation technologies

C. Management & Economics (ii). Supply-Side management Issues to Consider

(ii). Supply-Side management practices conjunctive water use elimination of fresh water release into sea aquifer recharge and management framework reservoir management / evaporation prevention distribution network management rainfall harvesting desalination surface/Groundwater abstraction control surface/groundwater risk assessment etc……..

Issues to Consider (iii). Cost recovery issues cost build-up (investment, O & M, design, permitting, land use costs,….etc.) tariffs and charges billing and bills collection (iv). Legal and financial mechanisms for sustainability

Issues to Consider D. Existing Environmental Stress Stream flow changes Groundwater Overexploitation Water quality and land degradation Downstream impacts of dams and reservoirs etc….

Issues to Consider E. Access to water and Conflict in Demand Domestic user groups (urban, peri-urban, rural) Agricultural users Industrial users Recreation uses Navigational uses Ecological/environmental advocate groups

Issues to Consider 5. Water Technology Alternatives Efficiency Indicators (i). Performance Water supply increase or water demand reduction (ii). Cost Affordable investment and service costs (iii). Reliability Life time

Expected Output 1. Database of existing In-Country Capacity for Water resources Management resources (types, distribution, volume in place, exploitable volume, etc.) delivery technologies (centrally managed, community managed, household managed) Costs build-up (investment, annual O & M, etc) Delivery cost Cost-efficiency ratios

Expected Output 2. A Framework for Integrated Water Resources Management in the Region inclusive of : legal environmental financial Mechanisms for sustainability.

Integrated Water Resources Management Outlook

WP 04 - TASK FRAMEWORK 1.Identification of the significant water sector problems and objectives-goals of each CASE STUDY 2.DATA INPUT from WP case study partners 3.Ranking and dealing with CASE STUDY water issues 4.Development of suitable alternatives and constraints 5.Techno-economic database construction 6.DATA OUTPUT

Discussion-Questions 1. CONCEPT Examination of Water-Tech alternatives (Techno-econ assessment): - How much in detail….??On local or state catchments level?? - Emphasize on DEMAND-consumption practices??? - According to what % of water saving or % water supply increase, different alternatives will be examined??.Who will identify the significance? Including in the Assessment of Potential Benefits of management practices: - Estimate the economic benefits of water quality improvement (Water/Wastewater Treatment Costs Reduction etc..) …???? (eg appropriate fertilization reduces groundwater nitrate pollution, thus less groundwater treatment required)

2. DATA REQUIREMENTS Information input from case studies We require data-detailed description/assessment on the current water management status of each case study, concerning: - Driving Forces (eg Intensive agriculture ) - Pressures (eg. High water demand, use of fertilizers, etc) - State (Water quantity or quality) - Impacts (eg. groundwater level drop, High nitrate concentration) in order to provide - Response (eg. Pumping control, drainage reuse)

3. DATA INPUT -Total Water Resources, exploitation, consumption, management, recovery -Main water uses and Conflicts -Water demand versus available resource -Water demand per sector (agriculture, domestic, tourism etc) -Permanent and/or Seasonal deficits -Water consumption practices -Water Quality and Water Supply issues -Resources & population -Water Demand trends -Existing conservation practices -Land Use maps -Hydrographic network -Existing Infrastructure -Supply, service Economics -Social issues

4. DATA OUTPUT Techno-economic data set format…..???????? We will provide tables (for each case study) with water technology options accompanied with cost functions???? Type of Cost functions……???????? Available cost data…???Water supply services/pricing..?? Provide a GENERIC APPROPRIATE TECHNIQUE TABLE with equipment/infrastructure and cost functions and couple it with a TABLE including Country Cost Adjustment Factors, assigned for each CASE STUDY..????
