3 RAF Overview Established through an act of Parliament in 1996. Started operating in 1997. National Public entity in accordance with schedule 3A of the PFMA. Governance: Parliament through SCOPA; Ministry of Transport; Board of RAF Provide compulsory cover to all users of South African roads against injuries sustained or death arising from MVA within the borders of South Africa. Social responsibility to re-integrate victims of road accidents to society. Pays medical and related services costs RAF pro-actively reaching out to communities by expanding the footprint, enhancing processing capability by improving business processes and systems. 6 Background Current transformation process. Envisaged nine provincial offices for origination of claims. All claims to be processed centrally at the Benefit Administration Unit (envisaged). Claimed benefits include Medical; General Damages; Funeral; LOE and LOS. Medical Unit is responsible for payment of past medical expenses; rehabilitation services; life care and supplier claims.

7 Undertakings Overview To fulfill its socio- economic role, RAF pays medical and related services costs required to restore accident victims to health. RAF furnishes Undertaking Certificates in the following instances : Potential need for future admission of any person in a hospital or nursing home. Foreseen future medical treatment Foreseen need for assistive devices e.g. artificial limbs, wheelchairs etc. The injured is expected to produce the paper Undertaking certificate to Medical Service providers to indicate that RAF has accepted liability for accident related medical expenses. Some accident related injuries heal and do not represent chronic illnesses. Undertaking certificates issued till financial year end 2010/2011 107 209 Current active Undertakings 6 000 Undertakings issued per month 200 We anticipate this figure to increase in line with economies of scale

10 Card Specifications The card must be able to identify critical information about RAF claimant and dictate the appropriate care to be administered. Conditions that can be noted on the card are : Undertaking conditions, specifications, limitations and exclusions Card Type: (Plastic, PVC) Card width /length: Card size preferable is credit card, but open to proposal Card thickness Sleek, compact and lightweight Card durability and warranty Security features Unique No. of Card

15 Technical / Functional Requirements Technical /functionality will be evaluated against the following detailed requirements:  Project implementation and Roll out plan  Portfolio of evidence and company profile  Designs and sizes  Security Features  Data capacity and Storage  Card Durability and warranty  Site visit

16 Evaluation Functionality Bidders who score 70% or more will be shortlisted for site visits Bidders who score less than 80% out of 100% will be not be considered for further evaluation on price and BEE
