11 Liberties & Rights ◦When the Constitution was first drafted in 1787, many states opposed it because it did not explicitly guarantee the rights and liberties of citizens. ◦Several states ratified the Constitution only after legislators agreed to spell out these rights in a set of amendments (Bills or Changes) to the Constitution. This set of amendments is called the Bill of Rights. ◦The Bill of Rights, ratified in 1791.
