European / local interaction European 3 Year Plan Should define what local work needs to be done Next year’s plan should build on early framework guideline/code experience Top-down governance to ensure coherence and consistency Avoid double work European and local work must not compete Resources to be focussed to ensure efficient engagement TSOs, regulators. ministries and stakeholders have limited skilled resources at all levels Preserve the good multi-lateral co-operation within the GRI Geography Allow flexibility Local co-operations to embrace relevant geography and key actors 9 Implications for regional co-operation

Conclusions Delivery of progress needs to be consistent with European 3 Year plan Future local co-operation should focus on : –Leaving room for flexibility in local groupings o To cover geographical and relevant actor considerations –Enabling the implementation of codes –Ensuring efficiency in the deployment of resources 10 3 year plan should define regional work (if appropriate) and, where relevant, regional specificities should be fed into the European process by ACER and ENTSOG.
