2 2 Stakeholder Group meeting Brussels, 26 November 2010 The GRI NW road map  Road map envisages implementation and pro-active work ‘Implementation’‘Pro-active’  Co-ordination of the implementation of Framework Guideline policies and network codes  Regional co-ordination of overall approach to national implementation (as implementation is a cross border issue)  Facilitate co-ordination of monitoring and enforcement between NRAs in the region  Projects which can inform development of Framework Guidelines and network codes  Projects which can be implemented directly within existing regulatory framework EU

5 5 Stakeholder Group meeting Brussels, 26 November 2010 Main views of stakeholders  GRI NW serves a platform for stakeholders to meet and built trust: an essential ingredient for market integration  Work plan should have clear focus, aligned with European agendas and projects should be limited (but tangible results)  GRI NW provides opportunity to share best practices but also to influence FG/network codes and co-ordinate proper implementation  NRA’s should continue to co-ordinate RI, but member states/ TSO’s should be central players to ensure progress

6 6 Stakeholder Group meeting Brussels, 26 November 2010 Stakeholders view on roles & responsibilities NRAs: undertake co-ordinated regulatory implementation, monitoring and (where necessary) enforcement Member states: ensure implementation and provide high level policy input TSOs (and other stakeholders): undertake practical implementation 1 2 3 Roles and responsibilities  Joint ownership is seen as prerequisite for proper implementation

7 7 Stakeholder Group meeting Brussels, 26 November 2010 Proposed new structure for GRI NW Regulators Co- ordination Committee Steering Group (member states, NRAs, TSO’s, EC,ACER) Stakeholder Group ( Stakeholders, member states, NRAs, Commission, ACER, TSOs) Task force  Task forces will consist of relevant stakeholders and will execute projects that are identified in the work plan

9 9 Stakeholder Group meeting Brussels, 26 November 2010 Proposed process for regional consultation Consultations will be: Co-ordinated by the lead regulator Consultations could be issued regionally or nationally (but in a co-ordinated way) depending on the issue. This will help stakeholders as well as be efficient Enable a common understanding of the issues and a sharing of resources (reducing duplicated efforts) The specific approach will be determined by the topic  Consultation co-ordinated at regional level is seen as effective and efficient An implementation plan for each project will facilitate co- ordination

10 10 Stakeholder Group meeting Brussels, 26 November 2010 Proposed next steps  Receive Stakeholder Group feedback on proposals and finalise the operating statement  New structure to be implemented in 2011 with enhanced project management processes  Enhanced co-ordination with other institutions and bodies to be implemented (including with Acer, Commission, member states)
