2 Why assessment of laws and policies? Rationale Legal, regulatory and policy frameworks may contain barriers which limit coverage and use of MNCH interventions and services Using human rights obligations of countries as a foundation for legal, regulatory and policy frameworks strengthens: – accountability for MNCH – multi-sectoral collaboration for MNCH

3 Child rights situation analysis for strategic planning What does it do? –Applies CRC principles and provisions for data collection –Analyzes law and policy data, combined with existing child survival data –Synthesizes and integrates findings into national/district strategic planning processes

4 Child rights situation analysis for strategic planning What does it add to strategic planning for child survival? –Holistic approach to child survival: emphasis on health outcomes, goods and services, and underlying determinants of health, e.g. budgeting and insurance –Comprehensive examination of the health-related legal and policy environment and its implications for maternal, newborn and child health –Systematic disaggregation of data to identify child health inequities and disparities, including underlying causes of differences among sub- groups –Supportive legal impetus for improving child survival programs –Government accountability to international commitments –Opportunity to involve wider range of government sectors in data analysis and in the synthesis of findings into strategic next steps
