2 BP Shipping Use of TMSA BP Shipping is fully supportive of TMSA and believes this tool has given it a greater degree of assurance of the shipping companies with which we do business. BP Shipping Ship Owner Assessment Questionnaire has been aligned with TMSA. Vetting Service introduced a phased implementation of TMSA for all operators with whom we do business. The following shipping companies have already completed TMSA:- All Time Charter partners - Existing COA Operators – Spot Charter Companies have had to submit a TMSA by 1st June If no TMSA a vessel nominated for business will not be used.

3 Pre TMSA/initial introduction
BP used in-house Word document – took a team of 3 Supts one day to complete No rating mechanism in place After introduction of TMSA by OCIMF, BP specific questions were added at rear of TMSA questions. Not ideal so TMSA excel spreadsheet expanded capturing BP Questions to front end, which were aligned or nearly aligned to TMSA KPIs/BPG In addition additional sections were added namely Gas (6C) and Chemical (6D) During owner assessment 2 Supts (Mariner and Engineer) take 2 full days to cover and ALL questions are asked.

4 Rating system introduced:
All questions in an Element answered to our satisfaction then scoring would be applicable to that element, i.e. all of Element 1 complete scoring is 1, all in Element 2- scoring is 2 etc, maximum is therefore 4. If not compliant with KPI recommendation of High, Medium or Low entered with target date. If non compliant with BPG or BP question and observation would be raised with target date. What BP’s is looking for: Encouragement of owners to be transparent; Working with them if serious commitment to their continuous improvement process is clearly shown.

5 Minimum Criteria for TC business
In determining suitability for time charter market Minimum Criteria established. Curtailed version of TMSA which would alert us of show stoppers when conducting assessments and making decisions to take on t/c partners. i.e.

6 Problems encountered Tanker operators not submitting TMSA - vessels will not be used if company has not submitted. Companies answering Yes/No but with no supportive evidence. No cross-referencing to SMS Companies marking themselves too highly Companies not fully understanding question Duplication of questions and some questions not sited in correct place (addressed at TMSA REVIEW committee) Benchmarking with other companies

7 Summary BP’s initial approach to TMSA and implementation thereafter.
Requirements for spot and time charter requirements including scoring mechanism and Minimum Criteria Problems encountered In addition: Feedback from owner assessments has been most encouraging and positive; companies have improved their systems accordingly All information is strictly confidential and is between ship manager and BP Vetting only.
