2 5.5.2 Monitoring and Evaluation 2 Monitoring and Evaluation Monitoring is an instrument used by the project management. It creates the prerequisites for steering project implementation on the basis of the planning targets. Monitoring and Evaluation (M+E) comprises two operations which are effective only when carried out together.

3 5.5.2 Monitoring and Evaluation 3 What is M&E? M stands for Monitoring and means systematic observation and documentation of the input of resources (activities), achievement of results/outputs and impacts. E stands for Evaluation and means objectives-oriented assessment of the information collected in the course of monitoring. This assessment of the expediency of the chosen approach and the attainability of the desired results/outputs and impacts forms the basis for the decisions on project steering to be taken by the project management. 4 5.5.2 Monitoring and Evaluation 4 Steps involved in M&E 1.Reviewing the planning documents. 2.Determining information requirements and information flow. 3.Recording the necessary information. 4.Analysing and documenting the information. 5.Using the information in project steering. 6.Using the information in project progress reporting. Data collected by all relevant organizational units in the project, processing possibly by external data sources/data banks. Small High capacity system to process and analyse data.
