2 Background Apprenticeship has a history dating back over 4,000 years and has developed skilled workers in this country since its discovery. An Industry-Driven Training Strategy Combines theory and practice through supervised on-the-job learning, supplemented with related technical instruction Apprenticeship is a structured, formalized method of training both existing and future workers Takes unskilled or semi-skilled workers to the fully-skilled level A partnership with employers, employees, & the Federal Government What is Registered Apprenticeship? 6 What Kind of Jobs are Covered?
Nationally, there are more than 960 apprenticeable occupations in all of the major industries New opportunities are occurring in high tech occupations through the President’s High Growth Job Training Initiative, such as security, heathcare, information technology, advanced manufacturing, transportation, geospatial, and more What Kind of Jobs are Covered? 7 Apprenticeship in High Growth Industries
Some of the targeted industries and their associated organizations are: Healthcare – CAEL Information Technology – NITAS Advanced Manufacturing – NIMS Geospatial Technology – GTAP Transportation – Warner and UPS Healthcare Analysis has determined that we are heading for a healthcare crisis. The Secretary of Labor has deemed that the healthcare profession needs assistance with this pending crisis and that the Registered Apprenticeship Model can assist by providing another training methodology. We have developed a series of C.N.A. models for specific institutional occupations through Council for Adult Experiential Learning (CAEL). IT At the turn of the century, it became apparent that the Office of Apprenticeship needed to get involved with high tech industries and professions that were suffering from global competition in addition to facing capacity and competency issues related to training. By its nature, IT is a rapidly changing economic force that affects every industry. Since the IT field has become so pervasive in all business settings, it is imperative that we share this new training methodology with all industries. CompTia and NITAS Intermediate Certifications than you can built on Not unlike the IT industry, Advanced Manufacturing has to find ways to remain competitive in a global marketplace. The National Institute for Metalworking Skills (NIMS) is coordinating an industry-led partnership of 6 key trade association in the industry, 3 international labor organizations, and several other partners to establish standards that are benchmarks of excellence for metalworkers and their employers. This is to support the development of a skilled workforce through a credentialing program. What is Geospatial Technology? It is an information technology field of practice that acquires, manages, interprets, integrates, displays, analyzes, or otherwise uses data focusing on the geographic, temporal, and spatial context. It also includes development and life-cycle management of information technology tools to support the above. Sample occupations in this industry include: cartographers, surveyors, environmental engineers, aerospace engineers, inspectors, testers, etc. and at NASA, and global positioning or search and navigation-related jobs. University of Southern Mississippi Transportation Warner Trucking and United Parcel Service. Warner has over 15,000 apprentices in the Heavy Truck driver occupation.

11 Registration of an Apprenticeship Program
Takes place when a company or an association registers their apprenticeship program with the Office of Apprenticeship. This is accomplished through a set of Apprenticeship Standards which outlines how the program will operate and includes, but is not limited to: Registration of an Apprenticeship Program Takes place when a company or an association registers their apprenticeship program with the Office of Apprenticeship. There are 22 provisions that must be met in order to register an apprenticeship program with us. These provisions ensure a structured effective training program that will produce a highly skilled workforce. This is accomplished through a set of Apprenticeship Standards which outlines how the program will operate and includes, but is not limited to:

Safety Record Keeping On-the-Job Work Processes Related Instruction Progressive Wage Rates Journeyworker to Apprentice Ratio Equal Opportunity Pledge Affirmative Action Plan (5 or more apprentices) Safety – Safety training is paramount in both the on-the-job learning and in the related classroom instruction Record Keeping – In any successful training program, records must be maintained to validate and review such a program’s effect On-the-Job Work Processes – Developed and validated by industry. This outlines the tasks that each apprentice must master on the job Related Instruction – Must have a structured classroom/theoretical portion that is coordinated with the on-the-job learning Progressive Wage Rates – As the apprentice develops more competency and productivity, their wages are increased Journeyworker to Apprentice Ratio – This requirement ensures apprentices get proper supervision and work in a safe environment (5 or more apprentices) Equal Opportunity Pledge – Pledges non-discrimination Affirmative Action Plan - Outlines outreach activities

Accountability of Training - Standardized record keeping requirements document OJL, promotions, wage increases, classroom participation and accomplishments, competencies, fair and equitable treatment. Performance-Based Outcomes - The registered apprenticeship system tracks apprentices (full-time employees) throughout the term of training and identifies wages earned throughout training as well as those graduating to "journeyworker" status. The system is outcome driven. High Quality Training - Training programs are developed to broad national guideline standards and customized for local needs. High Performance - Credentialing of skills obtained, supplemental classroom training, clearly identified industry standards, training by qualified journey workers, routine performance assessment and accountability, on-demand technical assistance by training experts, and a federal/state recognized administrative structure spell "High Performance". Labor Market Driven - Developed by industry, delivered by industry, supported by education and monitored by government. Working with Skill Standards boards to insure quality training that meets demand.
