1 The new world of the European railways

2 The traffic intensity and the network complexity is biggest than in the rest of the world A mix of High Speed lines and traditional ones exists in all Countries Very consolidated safety concepts, norms, proce- dures and technologies are used The European situation

33 During the past years, big changes have occurred in the European railways with the definition and application of: the liberalization concept a new organization the interoperability notion This has implied also the definition of common and mandatory standards for safety and a new process for its guarantee, moved from railways to third parts A short history

44 During the past years, big changes have occurred in the European railways with the definition and application of: the liberalization concept a new organization the interoperability notion This has implied also the definition of common and mandatory standards for safety and a new process for its guarantee, moved from railways to third parts A short history

5 The liberalization has already existed since the beginning in other transportation modes (air- planes, ships, buses,…) but in railways, this con- cept has begun to be applied only few years ago Today different rail companies can finally offer, in competition among them, different services, dif- ferent prices, different quality,...) The liberalization concept

66 During the past years, big changes have occurred in the European railways with the definition and application of: the liberalization concept a new organization the interoperability notion This has implied also the definition of common and mandatory standards for safety and a new process for its guarantee, moved from railways to third parts A short history

7 The railways are no more an “unique body” but different “players” are present: the infrastructure manager: one public Company in charge to manage the whole rail network, its assets, systems, rules,… the rail undertakings: some public and private Companies supplying passengers and freight ser- vices by using (and paying...) the infrastructure facilities The new organization

88 During the past years, big changes have occurred in the European railways with the definition and application of: the liberalization concept a new organization the interoperability notion This has implied also the definition of common and mandatory standards for safety and a new process for its guarantee, moved from railways to third parts A short history

9 The interoperability is the capability of the railway system to allow the safe and uninterrupted trains circulation on the lines of different Countries ensu- ring the requested performances This capability is based on a “set” of conditions able to satisfy the essential requirements: technical compatibility, safety, reliability and availability, envi- ronmental protection, health) The interoperability notion

10 To reach these targets, the European Commission has defined: common norms, rules and standards for high speed and conventional lines a new “scheme”, indicating the different actors invol- ved in the process (infrastructure managers, rail ope- rators, national safety agencies, suppliers and reco- gnized bodies) and their specific commitments, roles and responsibilities a new traffic management system (ERTMS/ETCS) to be used all over Europe evaluation procedures homogeneous and common The actions…

11 The common norms Directives: individuate the subsystems and pre- cise the relative essential requirements Technical Specifications of Interoperability: fix the basic parameters and define the specifica- tions to be fulfilled EN standards: constitute the technical docu- ments to be applied and referred to

12 National Safety Authority Infrastructure Managers Railways Undertakings Safety Certificate Rules and Procedures Technical Standards Authorisation for revenue service Assessment of Subsystems and Components Safety Authorization NoBo --------------- ISA NoBo --------------- ISA Laboratories Prescriptions Suppliers Homologations Certificates........ The new scheme

13 The ERTMS/ETCS The ERTMS/ETCS is the new trains management sys- tem whose target is to allow the uninterrupted travel of passengers and goods through national boundaries, becoming the standard for the European railways Added benefits: it can open the European market for railway products It increases the capacity of existing lines It improves the railway global safety

14 The existing situation

15 All the “objects” (components, subsystems, sys- tems) must be submitted to a well defined eva- luation procedure in order to assess its compliance with all applicable norms & standards: analysis of the documents of design, construction, installation,…) execution of performance, quality & safety tests audit at manufactures and suppliers site The evaluation procedure

16 The procedure can be performed only by the “Noti- fied Bodies” (No.Bo.), organisms authorized to ope- rate by the Ministry of Transport of a member State and included in the official list managed by EC A NoBo should be present since the first (design) to the last (put in service) phase of the “project” (component, system, line, train-set, vehicle, ….) The certifications issued by a NoBo are valid all over the Europe The recognized organisms The recognized organisms

17 It guarantees the independence of the assessment because it is performed by a “third part” It simplifies and speed up all steps necessary to export and to use products in all Countries It reduces time, effort and cost of updates and improvements of components and systems during their life cycles The benefits of this procedure The benefits of this procedure

18 While in Europe no “object” can be used in the rail environment without the described procedure, in the rest of the world the rules are not (or not yet…) so stringent Anyway, many extra-European railways are going in the same direction or have planned to do so Also most of the rail suppliers are already following this “process” practically everywhere, to avoid that their products are refused in Europe What happens in the world?

19 Over ERTMS/ETCS ….

20 The idea … Development and validation of an innovative Trains Management System, using satellites for trains lo- cation and trains ground communications Exploitation of satellite assets for increasing the performance of the existing systems. Replacement of wayside equipments by GNSS and SATCOM technologies

21 The expected benefits To increase network capacity (more trains on the same line segment) To improve safety levels (the train position available each few seconds) To reduce operational costs (one man to manage the traffic on a whole line) To minimize infrastructure investments (no need for ground equipments)

22 RBC Balises OBS GNSSSATELLITES Positioning Data (discontinuoos ) Positioning Data (continuous) L D S Added Components The ETCS evolution Augmentation network Tomorrow Today
