World Meteorological Organization Working together in weather, climate and water Panel session on use of satellites in disaster response and mitigation Use of satellites in Disaster Risk Reduction Jerome Lafeuille / Maryam Golnaraghi www.wmo.int/sat WMO 2011 Satellite Direct Readout Conference

Space-based observation essential for forecasting, detection, monitoring of many disaster types Esperanza Fires, Landsat Volcano SO2 cloud and ash plume from Karthala eruption 24-25/11/ 2005, Meteosat, courtesy of Marianne Koenig, EUMETSAT) Observing precursor factors =>risk Detecting/monitoring the event Measuring its driving forces to forecast its evolution Pakistan floods, Aug 2010

Early Warning Systems Require Coordination Across Many Levels and Agencies National to local disaster risk reduction plans, legislation and coordination mechanisms 1 2 34

Before, during and after Risk assessment: identification and mapping Sectoral planning & emergency planning Forecasting/ early warning Detection Monitoring, evolution forecasting Crisis management Damage assessment Observation from Space supports all these stages

Understanding the Risks Provides Evidence for Preventing Disaster Risks! Hazard Analysis and Mapping Exposure and Vulnerability Potential Loss Estimates This information is critical for decision-making and development of strategies to reduce the risks Heavy Precipitation and flood mapping Impacts: population density agricultural land urban grid Infrastructure Businesses Number of lives at risk $ at risk Destruction of buildings and infrastructure Reduction in crop yields Business interruption Need for historical and real time data Statistical analysis tools climate forecasts and trend analysis Need for Socio- economic impacts data and analysis tools Need for risk assessment tools combining hazard, asset and exposure information

WMO DRR Programme Framework In situ and satellite data as well as forecast products are critical for supporting various policy and operational processes in DRR Risk TransferRisk AssessmentRisk Reduction Alignment of clear policies, legislation, planning, resources at national to local Levels (Multi-sectoral, Multi-agency) Historical Hazard databases Hazard statistics Climate forecasting and forward looking hazard trend analysis Exposed assets & vulnerability Risk analysis tools Preparedness (saving lives): early warning systems emergency planning and response Prevention (Reduction of economic losses): Medium to long term sectoral planning (e.g. zoning, infrastructure, agriculture) Catastrophe insurance & bonds Weather-indexed insurance and derivatives Information and Knowledge Sharing Education and training across agencies

Satellite products for DRR Satellite products well established and essential for some disaster types Potential for widening the use of satellites in support of DRR Specific requirements need to be identified for DRR satellite products by stakeholders WMO DRR Programme will specifically address the challenges of using satellite observation to support DRR through the initiative: « Strengthening Regional Cooperation for Development and Sustainability of Meteorological, Hydrological and Climate Services to support Disaster Risk Assessment and Reduction in Southeast Asia »
