3. Mission of NIOU New Immigrant Outreach Unit
Build and maintain relationships with community leaders and organizations in new immigrant communities.
Coordinate with other police department bureaus and city agencies to address the needs and concerns of the community.
THE NEW IMMIGRANT OUTREACH UNIT WAS ESTABLISHED APPROXIMATELY 10 YEARS AGO.
IT WAS A DIRECT RESPONSE FROM THE POLICE DEPARTMENT TO ADDRESS THE NEEDS AND CONCERNS OF THE IMMIGRANT COMMUNITIES THAT WERE GROWING IN NEW YORK CITY.

IMMIGRATION TO NEW YORK CITY
Between 1880 and 1920 more than 23 million people immigrated into the United States.
17 million of them through New York City.
IT IS IMPORTANT TO KNOW THE HISTORY OF NEW YORK CITY BECAUSE IT LEADS US TO OUR CURRENT AND CONTINUING TRENDS.

During the 1990’s, nearly 1.2 million people immigrated to New York City.
Results of the 2000 U.S. Census indicate that New York City is the most ethnically diverse city in the United States.

36 % of population is foreign born (2,871,032)
Over 120 Languages spoken.
ACCORDING TO THE 2000 CENSUS THERE ####, IN THE CITY AND 36% OF THE POPULATION WERE FOREIGN BORN. AS WE KNOW, THE CENSUS IS EVERY 10 YEARS SO THESE #’S ARE PROBABLY MUCH HIGHER.
IN THIS CITY ALONE, 120 DIFFERENT LANGUAGES ARE SPOKEN, IN THE NEW IMMIGRANT OUTREACH OVER 15 DIFFERENT LANGUAGES ARE SPOKEN.

CIVILIAN OBSERVER RIDE ALONG PROGRAM
PROGRAM THAT ALLOWS YOU TO RIDE IN THE POLICE CAR AND RESPOND TO 911 CALLS
TERRORISM AWARENESS TRAINING
CIVILIANS ARE GIVEN OBSERVATIONAL TOOLS TO IDENTIFY POSSIBLE TERRORISM AND HOW TO PREPARE A GO-BAG FOR PERSPONAL PREPAREDNESS
CITIZEN’S POLICE ACADEMY
16 WEEK COURSE THAT ENABLES CITIZENS TO LEARN THE FUNDAMENTALS OF POLICE PROCEDURES

Councils in 76 precincts & 9 Police Service Areas (PSA).
Monthly meetings open to the public.
A forum for direct communication between the community and police.
AN OPPORTUNITY FOR RESIDENTS OF THE COMMUNITY TO COME VOICE THEIR OPINIONS AND CONCERNS TO THE COMMANDING OFFICER OF THEIR RESIDENT PRECINCT.

Clergy Liaison Program
Formalizes the important relationship between the clergy, their congregations, & the NYPD.
Establishes a line of communication to better address mutual concerns.
EACH PRECINCT NOMINATES CLERGY LEADERS TO SERVE AS A LINK BETWEEN THE POLICE DEPT. AND DIFFERENT RELIGIOUS FAITHS

15. RECRUITMENT
There is presently an aggressive drive to diversify the recruitment pool for Police Officers.
Jan 2005 recruit class was 45% White, 18.1% Black, 28.2% Hispanic, and 8.7% Others (Asian etc…)
The class was 79.9% male and 20.1% female
REQUIREMENTS :
Civil Service exam is given as required.
Candidates must be 17 ½ years of age to take the exam and 21 to be appointed.
Candidates must have 60 college credits or 2 years of military service.
