4 1. The program started in 2009 with 9 criteria. It was condensed down to 5 criteria for the 2014 program. 2. BD programme formatted as risk driven programme addressing the total drinking water supply chain. 3. Sector responded surprisingly well as reflected in participation statistics (> 900 supply systems audited) 4. The DWS has reached the end of its initial planning horizon and now needs to look forward to the next decade. Introduction

5 5. Incentive based regulation was successful and the approach will be retained. 6. Good improvement to documentation but opportunities to improve on implementation. Particularly evident in risk planning vs. risk management. 7. Social or consumer awareness development, and stakeholder communication was disappointing. 8. Streamlining is required between BD and GD. 9. ND is a significant and under-valued portion of the water supply business and must be targeted.

9 Focus Area 1: Integration of risk Management Initiatives Includes the following: Documented risk register Address risks in the total drinking water supply chain Inputs include, amongst others: o historical performance risks o potential events/situations o maintenance history risks o process capability assessment risks o infrastructure condition assessment risks o operations log records risks o Input supply risks e.g. chemicals, electricity, spares, raw water Monitoring program for mitigation measures Proof of validation of effectiveness of mitigation measures Management Protocols for all incidents, not only WQ incidents

10 Focus Area 2: SANS 241 100% alignment of WQ performance to latest SANS 241 Monitoring program documented and implemented: – Risk assessment monitoring – Routine prescribed monitoring – Routine risk defined monitoring – Incident monitoring(as per the IMP) Disinfection residuals: – Targets shall be defined – Compliance reported throughout the distribution network – Proof of achievement of all bacteriological standards throughout the distribution network Calculation and publication of performance: – All risk determinands individually – Compliance per impact group determinants

11 Focus Area 3: Support Services and Management Commitment Support services include: – Operations technical support (data analyses, process troubleshooting/optimisation, project management etc.) – Communication (internal and external stakeholders) – Procurement of inputs e.g. chemicals, electricity, technical services – Testing and measurement e.g. water quality testing, flow meter calibration

12 Focus Area 3: Support Services and Management Commitment DWS has seen that accountability for WQ management has been delegated down to low levels but authority to effect change which will result in improvements has been retained by upper municipal management. This imbalance needs be corrected. To this end BD will target: – High level authorisation of WSPs, development plans and budgets. – Tightening of requirements on performance contracts / SLAs for senior municipal officials and support services within municipalities. – Scoring bonuses for the inclusion of rewards in performance contracts / SLAs related to BD performance for senior officials. – Approved budgets related to treatment infrastructure type and size.

13 Focus Area 4: Consumer Awareness and Education Consumer education and social responsibility will be a key driver of BD. Opportunity exists to educate consumers through the ND initiative. The requirements included in BD going forward aims to piggyback on the ND initiatives aimed at improving water use practices.

14 Focus Area 5: Waste Residuals management Handling and discharge of brines, sludge, waste water, etc. Discharge permits and compliance to waste acts where applicable. Environmentally responsible disposal practices where regulation does not apply fully.

15 BD Disqualifiers Failure to perform at prescribed levels throughout the water supply system will result in the cancellation of BD Certification. This includes: Failure to supply water on a consistent basis to all consumers in their area of responsibility. Failure to maintain adequate levels of acute bacteriological and acute chemical health risk determinand compliance. Site inspection scores which differ significantly from BD desktop audit scores.
