3 Climate Change A global climatic shift that is “attributed directly or indirectly to human activity that alters the composition of the global atmosphere and that is in addition to natural climate variability observed over comparable time periods.”

4 Nigeria’s actions to date 1992: signed United Nations Framework Convention on Climate Change (UNFCCC) 1994: ratified Kyoto Protocol as a non-Annex 1 signatory (not obligated to curtail emissions of greenhouse gases) Agencies Research centers Policies

5 The impacts of climate change on Nigeria includes: 1)Loss of coastline 2)Agriculture and fishing industries threatened 3)Threat of drought and desertification

6 Nigeria’s Interests Safeguarding economy and development.

7 Options 1.Nigeria continues its development without consideration of climate change 2.Nigeria focuses on environmental issues 3.Nigeria combines development concerns with internal efforts to address climate change

8 Recommendation Leadership.

9 Recommendation AU and G77 Level. The Algiers Declaration as platform for continental leadership

10 Recommendation OPEC Level. Be a leading voice for the continent within OPEC. Initiate agenda targeting especially… – Setting high internal environmental standards within the OPEC membership – Developing alternative energy technologies through OPEC initiated Adaptation Fund and related initiative

11 Recommendation Global Partnerships. Initiate, strengthen and expand existing partnership initiatives – the Nigeria-Canada climate change development project
