OBJECTIVE OF THE GUIDANCE Improve the safety and security of imports and exports of radioactive sources in accordance with the provisions laid down in paragraphs 23–29 of the Code.

International Atomic Energy Agency RELATIONSHIP BETWEEN CoC AND IMPORT/ EXPORT GUIDANCE States should have: Effective national legislation, regulations and a regulatory body paragraphs 7–22 of the Code; complementary to existing safety standards (GS-R-1 and BSS), and for security Effective import/export controls paragraphs 23 to 29 of the Code + supplementary Guidance

International Atomic Energy Agency EVALUATION OF APPLICATIONS FOR EXPORT AUTHORIZATION Satisfy itself… that the recipient is authorized by the importing State to receive and possess the source(s) in accordance with its laws and regulations. Satisfy itself… that the importing State has the appropriate technical and administrative capability, resources and regulatory structure needed for the management of the source(s) in a manner consistent with the provisions of the Code.

International Atomic Energy Agency IMPORT OF CAT 1 & 2 SOURCES Establish procedures for the authorization and control of imports of Category 1 and 2 sources. Enforcement measures. Only allow import if: recipient is authorized to receive and possess the source(s) State has the appropriate technical and administrative capability, resources and regulatory structure needed

International Atomic Energy Agency REGULATORY STRUCTURE FOR IMPORT OF CAT 1 & 2 SOURCES (i) Appropriate radiation protection legislation and regulations enacted; (ii) Designated and empowered a regulatory body; (iii) Established a national register or inventory of radioactive sources; and (iv) Established a system for the notification, authorization and control of radioactive sources.

International Atomic Energy Agency SUMMARY Scope: Category 1-2 sources Import/export authorization based on evaluation of capabilities and authorization Cat. 1 sources: consent of importing State+ notification prior to shipment Cat. 2 sources: notification prior to shipment Exceptional circumstances (e.g. considerable medical need, imminent radiological hazard or security threat): consent of importing State Exporting State should always assess the capabilities of the Importing State to ensure the safety and security of the source
