3 WHAT IS TRAFFIC ? Whoever uses the road carriage way for socio-economic, cultural and business activities from one place to other is called as “TRAFFIC”. Like : Pedestrian, Cycles, Bullock carts, cars, two/three-wheelers etc.

9 ENGINEERING EFFORTS TO BE MADE BY VISAKHAPATNAM COMMISSIONERATE AND DISTRICT POLICE TOWARDS ENGINEERING IMPROVEMENTS IN CONNECTION WITH TRAFFIC Important Intersections have to be physically surveyed and improvement plans have to be prepared and have to give to various implementing agencies like Local Municipalities, R&B, NH,VUDA etc. for necessary action Accident Prone Locations to be identified Police Station wise and the required safety appliances to be identified. Police Station wise, various critical junctions to be identified and conceptual plans for traffic aids like signages, signals, markings and delineators to be prepared along with estimates

66 Consequences: Drinking and driving increases the chances of an accident and so it is a serious offence, which will be punished very severely under section 185 of M.V. Act

67 SIGNALLING It is very important to tell other drivers what you are going to do. Do the following while: Turning Changing Lane Slowing Down Give a correct signal Signal well in advance Signal continuously till you complete the turn Cancel your signal after you have turned Make sure through your mirror that the traffic behind you is at a safe distance. Put on your turn signal. Change lane slowly and smoothly Get back to your normal lane Warn drivers behind you when you have to slow down, stop or find a hazard ahead Flash your brake lights by tapping your brake pedal softly a few times

68 BRAKING & STOPPING All vehicles take time and distance to stop. Always maintain safe distance. Stopping distance increases if: The driver is not alert, or is tired, or under the influence of alcohol, drug or medication. Tyres or brakes are not in good condition The road surface is wet. Contd…

69 Effect of Speed: Double the speed, four times will be the braking distance. It would be difficult to stop the vehicle in emergency circumstances. Effect of Load: Heavy vehicles are designed to perform best only when properly loaded. So empty vehicle requires greater braking distance.

70 While Braking While Stopping Never stop suddenly, unless it is an emergency. Harsh braking could result in loss of control. Be particularly careful on a wet or slippery surface to avoid skidding. If you have to brake in an emergency and the wheels lock up, do not panic. Ease the pressure off the foot brake to allow the wheels to turn, then brake again. Always indicate your intention to stop Slow down and pull over as close to the left of the road as possible before stopping. Before opening doors, look behind and sideways to ensure that they will not endanger pedestrians or other traffic. As far as possible, passen-gers should get down from the left side.

72 BEFORE COMMENCING JOURNEY
Ensure that you have all the documents of your vehicle. Check tyre pressure, radiator water, suspension and fuel. Keep spare accessories (fan belt, hose pipe, etc.,) Ensure all lights are clean and operating properly. Ensure number plates clean and clearly visible Ensure that load is equally distributed Adjust rear view mirrors and check all the gauges. Check foot brake If you find anything wrong, get it repaired / replaced.

73 DOCUMENTS TO BE CARRIED
Valid Driving License Certificate of Registration Insurance Certificate Fitness Certificate P.U.C. Certificate (Carry all the above in original. Photocopy is not acceptable)

74 PARKING Must be done only in areas permitted.
No parking board indicates parking is restricted up to 15 metres in the direction indicated ‘No Parking’ is effective for 24 hours on all days, unless otherwise specified Parking should be paralled to the footpath Distance of parked vehicle should not exceed 0.6 metres from the edge of the road. Wherever parking area is marked, vehicle must be parked in that area only.

75 Contd… Before leaving your vehicle, always put the parking brakes. Never leave your vehicle with engine running Always put on parking lights if vehicle is parked on main road, especially at nights. When parking on a slope, turn your front wheels fully towards the kerb with parking brakes on. As an added precaution, leave the vehicle in the first or reverse gear in case of brake slippage.

76 RESPONSIBILITIES IN THE EVENT OF AN ACCIDENT
The driver of the vehicle involved in an accident is required to do the following: Switch of the engine and apply the parking brake Switch on the hazard warning lights Not entering into arguments with anyone Extend all possible help to injured. Avoid handling the injured unless it is necessary to save life. Contd..

77 Contd.. If the accident involves an oil tanker or a chemicals carrier, keep everyone away. Do not let anyone smoke within 100 metres and take emergency action as displayed on the vehicle. Note names and addresses of witnesses and passers-by, who may be useful in case of legal complications. DO NOT MOVE THE VEHICLE UNLESS: ordered to do so by a police officer necessary to remove trapped victims necessary to prevent fire or obstruction to public

78 MEDICAL HELP Section 134 of the MV Act casts an obligation on every driver/owner of a vehicle involved in an accident to shift the injured to the nearest hospital/medical practitioner. The Doctor so approached shall be duty bound to render necessary medical aid or treatment without waiting for any procedural formalities.

79 TIPS TO AVOID ACCIDENTS
Do not overtake from left, particularly on narrow roads, at culverts, ghats and on bridges Do not drive at an excessive speed Maintain distance from the vehicle before yours Do not cut through lanes Keep your vision clear about the oncoming traffic Be attentive to the intrusion of passengers, cattle, or any obstacles on the road, while driving Do not drink and drive Follow traffic rules strictly while driving at Traffic Signals and Intersections

It is heartening to note that the Government has released a GO as mentioned with emphasis on Road Safety and salient points of the GO are as follows: A District Level Committee comprising representatives of the concerned Departments headed by the District Collector to review safety scenario and to give recommendations The estimate for a road proposal shall include all the following safety appliances/ requirements Dividers Hazard Markers and Delineators Speed Breakers Reflective Studs Road Markings Sign Boards Junction Improvements Crash Barriers

Muncipal Corporations and Municipalities – Policy on simplification of regulation of street running / hawking in urban areas through embarking specific and time etc., Free access to trade based on Zones. Urban area divided into 03 Zones . Free / Green vending area – where street vending is allowed without restrictions. No / Red vending area – Area where no street vending is permitted The town vending committee which consists Elected Representatives, Representative of Commissioner, Superintendent of Police, Hawkers Associations, Self Help Groups, Municipal Commissioner, Representatives of Trade and Commerce, NGOs are responsible for implementation and regular monitoring of the above work.

83 ISSUES IDENTIFIED IN THE PROCESS
The major issue identified in the process is the Parking problem. The indiscriminate parking of vehicles on the road side not only reduces the carrying capacity of roads but creates chaos and congestion affecting safety Many big shopping complexes do not have cellar parking; and those who have cellar space , are using it for commercial purposes throwing the parking demand generated by them on to the streets The road side shops attract lot of traffic but they do not have enough set back from road to accommodate the parking of their customers. The customers are forced to park their vehicles on the street

84 There are no public open spaces to provide for authorised parking for personal vehicles, auto rikshaws or trukcs There is need for issuing a G.O for parking policy on similar lines has done for the road safety some of the points that can be considered in evolving such policy are: Making Cellar parking provision compulsory for shopping complexes Making shops / Hotels / Establishments responsible for providing parking to their customers Encouraging private parties to use their open spaces for paid parking
