An informed discussion but a discussion is a discussion, is a discussion ! – Ideas are exploratory…are shared with you - Not to lecture science parks what to do, not to explain the world of innovation, something else - we can talk with science parks on innovation support for emerging industries, knowledge-based services and services innovation and CIP Competitiveness Innovation Programme achievements: Enterprise Europe Network, Clusters, Europa INNOVA

4 What ? We see potential for science parks as 1. Renewed facilitation of entrepreneurship 2. Engines in innovation eco-systems 3. Service providers in the global market

5 What more specifically (2) ? Renewed facilitation of entrepreneurship : 1.NETWORKING: fine-tuning innovation opportunity through access to European-wide innovation partners via - clusters (1,200 in the EU) - Enterprise Europe Network (over 560 SMEs-support bodies in 43 countries) WHAT: awareness on innovation opportunity for tenant firms and local start-ups, engagement on European company visits, brokerage events, high-tech procurement, knowledge transfer (patents, etc) WHAT FOR?: facilitating transnational collaboration between tenant firms and firms across the EU, facilitating out-sourcing ESA, F4E, How? Business Model? 2.COACHING STAKEHOLDERS (?) - university and knowledge centres - risk capital providers, seed-capital, business angels - industrial parks WHAT: advise on innovation-related RTD and KIS, advise on collaborative innovation, advise on innovation management tools WHAT FOR?: knowledge centres to connect RTD with high tech industrial opportunity, risk-capital providers to be better informed about businesses plans, industrial parks to upgrade innovation record of tenant firms How? Business Model? * Soon to develop

Innovation eco-systems : 1.INNOVATION PPP’S PUBLIC-PRIVATE-PARTNERSHIPS WHAT: advise on design and management, co-management of innovation infrastructure investment, eg competitive poles, innovation programmes (public programmes to attract FDI, -Innovation infrastructure investment (eg competitiveness poles, creativity and talent investment programmes,c programmes to foster access to capital by start-ups and tenant firms for innovation etc WHAT FOR?: accessing new pools of high tech a, knowledge and innovation out of public investment, facilitating transnational collaboration between tenant firms and firms across the EU, attracting FDI and after-care FDI, facilitating out- sourcing ESA, F4E, How? Business Model? 2.Newtorking EU-wide - Enterprise Europe Network - Europa INNOVA (innovation management support platform) - Clusters Observatory WHAT: access innovation collaborative opportunity, brokerage events, company visits, ESA, F4E procurement WHAT FOR?: collaborative innovation and high tech and KIS out-sourcing for tenant firms How? Business Model?

7 What more specifically (4) ? Becoming global services providers: we see opportunity for European science parks in 1.acting as a knowledge sales force for their own constituencies (codified knowledge) in the global market 2.doing TT in the global market over uncodified knwoledge, eg - affiliations, twinnings, coaching of science parks in neighbor countries, emerging economies (key-on-hand, blue prints for design and managment of science parks and innovation bodies – the Guggenheim NY and Bilbao model, Louvre with Dubai, Schwarzenegger’s Silicon Valley in Russia) - design of education and training programmes (eg MIT – Portugal PhD programme

8 How can EU offer policy leadership (1)? Policy support an European platform hub for science parks to further acquire and extend excellence ? – model: European Cluster Excellence Initiative – feed-in mechanism: Europa INNOVA, EIT-KICs - European Cluster Excellence Initiative: proficiency of cluster managers

9 How can EU offer policy leadership (2)? Material opportunity - growing awareness on the weight of services in GDP (especially the so-called KIS- Knowledge Intensive Services) - industrial innovation market demand: emerging industries* and the so- called smart growth, green growth * pervasive software, biogenetics, renweable energy technology, nano-materials, alongside with KIS

10 How can the European Commission via or not DG Enterprise and Industry offer policy leadership to science parks (3)? Policy opportunity - CIP Competitiveness and Innovation Programme 2014/2017 ? - experience on clusters, Europa INNOVA - Innovation Union 2011+ measures: - in a nutshell: - ‘fixing’ the European Innovation system - launching Innovation Partnerships* around particular goals (PPPs) * European Innovation Partnerships are:Frameworks bringing together main actors and actions - At EU and national levels - From research to market - Around common objectives and targets: 2010 Pilot on active and healthy ageing
