4 Study Goals The goal of this study is to formulate a strategy for interprovincial travel that can: – Accommodate all modes (pedestrians, cyclists, transit and vehicles); – Define an interprovincial plan considering quality of life and economic objectives of the communities; – Provide environmental clearance for a project in the 20 year planning horizon; – Define a strategic plan for the 50 year planning horizon for east and west; and – Balance transportation objectives with environmental and economic objectives and effects.
