5 Multi-level, Multi-dimensional Evaluation Model While traditional evaluations measure outcomes in terms of a decrease in the target problem, CERD evaluates deep learning and skill development, factors that lead to client success following program completion. To evaluate these factors, CERD has developed an evaluation model that investigates 9 interacting factors, to better understand the complex relationships between programs, employees, clients.
