What is Crime Prevention
CP Presentation to NCDC Jun 2007 What is Crime Prevention Crime Prevention is the technique of reducing or eliminating opportunities for crime. It is easy to learn and to apply. It can be your second nature. Crime prevention is a technique of reducing or eliminating opportunities for the commission of crime. It refers to the anticipation, recognition and appraisal of a crime risk & the initiation of action to reduce. To achieve this, the observance of 2 principles is necessary. Firstly, crime prevention measures must be commensurate with the threat, and secondly, effective protection will not come from any single measure but from the sum total of all practical and possible measures. Crime can happen anywhere, at anytime and to anyone. But the risk of crime occurring can be greatly minimised, if adequate and proper crime prevention measures are adopted. CRIME PREVENTION CONCEPT
CP Presentation to NCDC Jun 2007 CRIME PREVENTION CONCEPT Police takes a proactive approach towards crime prevention. Rationale: prevention is always better than cure. Crime is preventable as many crimes are opportunistic in nature and attributable to victim’s negligence or carelessness. Police cannot prevent crime alone. Crime Triangle Opportunity Crime Triangle For a crime to occur, 3 ingredients need to be present at the same time. The 3 ingredients are Opportunity, Culprit and Target. The occurrence of a crime can be prevented if a person takes the necessary measures to help reduce or minimise any one of the 3 ingredients. Opportunity refers to the opportunity available to a culprit for the commission of a crime. For example, dark and secluded places would offer opportunities for culprits to commit crimes without being detected or apprehended. Similarly, a vehicle left unsecured would provide the opportunity to the culprit to commit theft from the vehicle. Culprit can be defined as anyone with the intention or desire to wrongfully take away properties or valuables that do not belong to him. Target refers to the availability of properties or valuables for a culprit to wrongfully take away. For example, the presence a large sum of cash would be a target. 4Ds of Crime Prevention Deterrence (Alarm system, locks, CCTVs etc) Detection (SO, CCTVs, NWZ, COP etc) Delay (help in detection) Detention 4-Ds of Crime Prevention To enhance the security of premises whether residential, commercial or industrial premises, adequate security measures need to be put in place. The following are the 4 principles or the 4-Ds of crime prevention that should be borne in mind for the security of building premises : Deterrence - To deter persons from unauthorised intrusion/entry, premises should be designed and structured in such a manner that makes it difficult for the intruder to gain entry. The presence of strong grilles and locks to reinforce doors and windows; the installation of an alarm system or closed-circuit televisions (CCTVs) and even the putting in place of good security procedures will act as a deterrent an unauthorised intruder from attempting to enter and commit crime in the premises. Detection - The ability of security personnel and the effectiveness of the alarm or CCTV system to detect any intruders or criminal activities from its onset would prevent further damages or losses. Delay - Grilles, locks, doors, windows, etc. serve to delay the intruder in his attempt to enter into the premises. The longer the intruder takes to intrude into the premises, the greater the chance for him to be detected or apprehended. The unauthorised intruder may not even make an attempt if he was aware that he would require a considerable amount of time and effort Detention - Expeditious response to any intrusion or crime happening will increase the likelihood of detention/arrest of the culprit. Using distraction methods of Accusing victims of staring, causing annoyance, or starting a quarrel. claiming to be a relative or friend before bringing them to a secluded place to rob them of their valuables. Asking for road directions, time, assistance, and taking the opportunity to rob you. Press the “DOOR OPEN” button to exit if any stranger rushes in. Avoid wearing excessive jewellery or carrying large amounts of cash.
