3 The Education for All Handicapped Children Act(Nov. 29, 1975) was passed to protect their educational rights. Basic Components: Entitlements and Allocations, Eligibility, Application, Procedural, Safeguards, Evaluation, Payments. Ⅱ.How the laws amended

4 What ages: the ages of three and eighteen within the States September 1,1978, the ages of three and twenty-one within the States September 1,1980.

5 * “Related services” extended * “handicap” replaced with “disability” * “people first” utilized * The definition of “special education” expanded Changes in IDEA(1990):

6 * Strengthen academic expectation & accountability Changes in IDEA(June4,1997) * Bridge the gap in learning

7 Parents’ role: Participation in the Education: * Assist in practicing good skills * Provide opportunities for community activities * Assign responsibility of chores * Promote appropriate behavior

8 Three concepts; involvements in : IEP(individualized education program) * General curriculum * Making individual decisions * Preparation for employment and post- school activities

9 Suspension and Expulsion * Expel not relating to disability * Transfer to an appropriate environment relating to disability Doe v. Koger 1979 “Least Restrictive Environment”:

10 * Reforming experiments carried out Ⅲ. the Education of the Handicapped and the Diagnostic Children in Xuhui * high-quality and sufficient education for every child.

11 The Situation in Xuhui District * We enrolled 782 special need students in 2002 comparing to 11 ones in 1984. * The number of the schools that enroll such students reached 82 from 1. * Our district has founded the first preschool classes and separated intermediate classes in shanghai.

12 Today special need education has reached an effective system Ⅳ. Conclusion Devote more care and love to the disabled children
