Federal Acquisition Service GSA Fleet Program Information 210,000 vehicles leased Federal agencies worldwide One card for every vehicle allowing for life cycle costing of each vehicle 9,000,000 transactions per year $632 million spend in FY08 DID YOU KNOW… $20 was charged on the GSA Fleet SmartPay® charge card every second in FY08

Federal Acquisition Service Full service cards – Used to provide both fuel and maintenance to the majority of the GSA Fleet. Where the WEX card cannot be swiped merchants can call in to receive a MasterCard number via the phone that bills to the same account MasterCard – used in Puerto Rico, Virgin Islands and America Samoa only due to merchant acceptance (no Level 3 data) Convenience checks – Utilized for merchants in remote areas who do not accept electronic forms of payment 3 GSA Fleet Card Types

Federal Acquisition Service Fuel only – Used primarily for our short term rental program to fuel vehicles used only for short duration where maintenance will not be an issue Maintenance only – Used only in very rare cases 4 GSA Fleet Card Types (CONT.)

Federal Acquisition Service 5 GSA Fleet Charge Card Features Fuel and Maintenance Acceptance 135,000 fuel providers have card swipe acceptance 45,000 maintenance locations can swipe card under $100 with total acceptance of 500,000 when taking into account MasterCard backup Fraud Monitoring Using Level 3 Data Program data allows us to monitor and ensure that any fraud or misuse is billed to the responsible party resulting in overall savings to our customer agencies Replacement Card Orders Direct Shipped to Agencies GSA Fleet decreased potential vehicle downtime by having replacement for lost, stolen or broken cards shipped directly to the driver utilizing the card Real Time Authorization Data If there is a problem with the card allows WEX or GSA Fleet to determine immediately what it is and how to complete the transaction Refunds and Tax Recovery Receive refunds that result in savings for our customer agencies and Level 3 data allows for most effective tax recovery

Federal Acquisition Service Accepting Locations WEX is a closed loop network providing Level 3 Data – for better reporting and controls 135,000 accepting fuel locations, including U.S. Territories More than 90% of retail fuel locations in U.S. More than 50,000 diesel locations in the U.S., including 8,200 truck stops and card-locks Over 45,000 vehicle maintenance locations in U.S. accept WEX Plus, additional 500,000 fuel/maintenance locations via WEXPay™, an out-of-network (virtual MasterCard) process. Merchant fees the same as any other MasterCard *Participating Locations Only

Federal Acquisition Service Report Cards Lost, Stolen or Damaged Request a new one from: Fax 888-423-6848 or email replacementcards@gsa.gov replacementcards@gsa.gov Include: –Requesting reason, circumstances (lost, stolen, etc) –Vehicle license plate number –Contact Information –Shipping Address (no PO Boxes)

Federal Acquisition Service Ease of Card Use Customer Svc for fueling issues and under $100 repairs GSA MCC/AMC for repairs or accident approvals over $100 Enter correct odometer readings One card per vehicle, ensure they match

Federal Acquisition Service GSA Fleet Card Do’s and Don’ts Do Use card only for the assigned GSA vehicle Purchase fuel for the assigned GSA vehicle Use for under $100 maintenance items (LOF’s) Follow maintenance guidelines for over $100 Report lost or stolen immediately Report any suspicious activity

Federal Acquisition Service GSA Fleet Card Do’s and Don’ts Don’t Purchase fuel for POV Purchase fuel for non-GSA Fleet equipment Purchase food, beverages or other items for personal use Give driver ID to anyone, this includes writing it on the card

Federal Acquisition Service Authorized PurchasesNot Authorized Regular unleaded self service fuel for GSA vehicle Premium or full service fueling for GSA vehicle to which card is assigned Immediately consumable items for vehicle (i.e. quart of oil, washer fluid) Maps, air fresheners, food, etc. Required preventative maintenance Over maintaining vehicle or buying services in excess of what is required Car washes – not to exceed $25 per month Excessive car washes or details Mechanical repairs for GSA vehicle which card is assigned Upgrading tires, accessories such as snow plows (talk to your FSR)

Federal Acquisition Service Your Diligence Keeps Costs Low If your vehicle is under manufacturer warranty use roadside assistance programs For preventative maintenance follow GSA instructions rather than vendor recommendations If you have concerns about a maintenance location please let your FSR know Please report any suspected fraud to your FSR

Federal Acquisition Service 15 Future Initiatives Web based program for merchants to enter invoices on-line rather than having to call them in with the goal of easing acceptance for high volume merchants like car washes Ongoing efforts to improve product coding for more accurate reporting of AFV fuel consumption Pursue agency interest in providing fleet cards for non-GSA Fleet leased vehicles (e.g. commercial rentals)
