With augmentation the design enables the TSC to serve as a fully functioning joint logistics command under a JTF within a theater, including control of other services logistics units. The HRSC is a multifunctional, modular organization (staff element) that integrates HR support throughout the theater as defined by the Army/ASCC Commander through the G-1. The HRSC provides technical support to the TSC DMC and Army/ASCC G-1 and technical guidance to HR Operations cells in Sustainment BDEs and Expeditionary Sustainment Command (ESC) and supported G-1s. The HRSC’s flexible, modular and scalable design increases the commander’s ability to tailor HR support based upon the number of Soldiers supported and METT-TC. The modular design of the HRSC further recognizes the requirement to provide support to the Army/ASCC G-1 which establishes HR support requirements, priorities and policies for the theater and the TSC DMC which is responsible for providing the HR support, especially in terms of postal, R5, and PASR support. The HRSC consists of a Director, HRSC, Plans and Operations Division, PASR/PRM/IM Division, Casualty Operations Division, R5 Operations Division, and Postal Operations Division General Functions of the HRSC include providing technical guidance to HR Companies and S-1 sections in the area of operations, operational planning and current and future operations coordination to support the TSC and Army/ASCC G-1; ensuring connectivity and resource support for postal, R5 and casualty units; and integrating personnel data when necessary, and participating in the TSC distribution management process. -Manage internal contingency planning -Execute HR support operations -Maintain HR organization training plans -Manage current HR operations across theater -Force generation and tracking Provides HR technical support to the TSC Cdr/SPO and the Army/ASCC G-1 and technical guidance to the HR Ops Cells in the ESCs and Sustainment Bdes. Plans, integrates, and coordinates execution of external HR operations supporting theater forces especially in the areas of postal, R5 opns, and Personnel Accountability and Strength Reporting (PASR) infrastructure support.

9 CASUALTY OPNS DIVISION
(HRSC) Establishes the theater CAC under the Army/ASCC G-1 Serves as the casualty manager for the JOA under the control of the Army/ASCC G-1 Ensures casualty data links are established with HRC Ensures initial casualty reports flow through the contingency CAC to HQDA NLT 12 hours from incident Maintains casualty information of all Army/ASCC personnel Provides CLTs to Level III hospitals and mortuary affairs collection points (MA Co), Div/Corps G-1s Reviews and transmits initial (INIT) and supplemental (SUPP) casualty reports from all theater reporting elements Synchronizes casualty operations between the following: DA CMAOC CLTs Mortuary Affairs G-1/S-1 Sections SHOW SLIDE 82: HRSC – CASUALTY OPERATIONS DIVISION The HRSC is the nucleus of theater level casualty operations at Joint and Army / Army Service Component Command (ASCC) headquarters. With its synchronization mission across all casualty lines of communication, the HRSC is a combat enabler at the strategic and operational levels for casualty processing procedures. Highlights of HRSC casualty operations management responsibilities are provided on Slide 68.

10 THEATER ARMY CASUALTY AND RECORDS CENTER (TACREC)
The HRSC will form a TACREC The TACREC normally locates at the Casualty Operations Center of the CAC The HRSC Casualty Operations Division headquarters section supervises TACREC operations The TACREC is the focal point at the theater for casualty report processing The TACREC also serves as the casualty records repository for all records (digital and paper) within the theater SHOW SLIDE 84: THEATER ARMY CASUALTY AND RECORDS CENTER (TACREC) Casualty reporting processes and records keeping are critical audit functions for the Army’s casualty operations program. The Human Resources Sustainment Center (HRSC) will establish a TACREC to execute these critical functions for the theater Joint or Army/ASCC headquarters. A description of TACREC casualty operations and relationship with the HRSC are provided on Slide 70.
