3 EXPECTED OUTCOME: TORS FOR A technology expert to work in and with the Statistics Department Office with regards to their plans for development with regards to harmonising data collection across the Ministries. Our objective is to support what will be useful for the GENDER PROJECT and our study as well as for enabling the government to report on these same indicators. A business environment analyst who will be responsible for creating some understanding of the business environment needs for women in the Cook Islands based on statistical data, legal, sector, financial and training needs. A legal expert who can investigate the legislation and policies that we have to ascertain how gender-friendly they are, and what gaps may need to be filled. This work will follow on from the work that was done a couple of years ago (as mentioned by Alexis and Lynsay). Recommendations will be expected about how the gaps in our legislation and company register policies, etc can be addressed. Of interest also will be addressing the importance of gender equality and anti-harassment policies. Recommendations to government if there are any gaps to be addressed, or identifying barriers to empowerment, would be helpful from this person as well. A researcher/analyst who will provide a comprehensive investigation into financial institutions and services and resources that are available to Cook Islands women. The report will identify any gaps that need to be addressed that will more easily facilitate access to finances, especially for women starting out to establish their own businesses. A set of recommendations will be expected from this research to address any identified challenges and limitations and possible solutions would be helpful. A researcher/analyst will be required to provide a comprehensive investigation into business and financial literacy needs, as well as to include the pre-requisite characteristics of a business entrepreneur and potential employer. Recommendations will be required about how training needs can be addressed both on Rarotonga and in the Pa Enua, for example what is available on the island, remotely or online that could be useful to helping women to address their business training needs.
