The Project for Capacity Development for Transition to the New CNS/ATM Systems in Cambodia, Lao PDR, and Vietnam 1.Human resources development to having capability of design and publish the Instrument Flight Procedure (IFP) for Performance-based Navigation (PBN), which utilize Global Navigation Satellite System (GNSS), is one of the most important key factors for the Project. 2.However, Cambodia faces human resources challenges to implement adequate Flight Procedure Design (FPD) process, suffering with a shortage in human resources, not only for PBN IFP, but also for conventional IFP using ground-based navigational aids. 3.ICAO’s Universal Safety Oversight Audit Programme (USOAP) pointed out inadequacy of FPD structure. 2
