CIVIL AVIATION BUREAU OF JAPAN Long term vision for Air Traffic Systems CARATS (Collaborative Actions for Renovation of Air Traffic Systems) CP01 /Ipxx 1 st Dec 2014 Koki Inoue Special Assistant to the Director CNS Planning Office, Air Traffic Service Department JCAB

Current status of Fukuoka FIR Air Traffic of FUKUOKA FIR ARRIVAL for TOKYO INTERNATIONAL AIRPORT TOKYO INTERNATIONAL AIRPORT RUNWAY 1

2 Demand forecast of air traffic in Japan * Basic case of GDP is set up based on the economic growth rate which is a target of the Japanese future strategy. (economic growth rate is set up to 1.7% from 2010 to 2017 and 2.0% from 2017 to 2032) * In upper case, economic growth rate is set up 1% higher than basic case. * In lower case, economic growth rate is set up 1% lower than basic case. Actual Upper case Middle Lower

Transition of the number of flights and the number of staff *The staffs include air traffic controller, air traffic communication specialist, air navigation service engineer, aeronautical lighting and electricity specialist and aeronautical satellite operations specialist. The number of staff The number of flights 3 ( ×1,000 ) Fiscal year The number of flights The number of staff

CARATS history  2009 ~ 2010Development of long-term vision Establishment of “Study group for Promoting Renovation of the Air Traffic System” Development and promulgation of “Collaborative Actions for Renovation of Air Traffic Systems” ( CARATS )  2010 ~ 2011Development of roadmap for each measures Establishment of “Committee for Promoting Renovation of the Air Traffic System” Consideration of concrete measures and development of roadmap  2011 ~ Implementation of the measures Current Roadmap ( Appendix) (for reference) 4

Objectives of CARATS Objectives to be achieved by 2025 (clarifying numerical targets) 5 ObjectiveNumerical target Enhancing safetyIncrease safety level by 5 times Responding to the increase in air traffic volume Double the air traffic control capacity in congested airspace Improving user conveniencesImprove services level (punctuality and reduction of flight time) by 10% Improving operational efficiencyReduce fuel consumption per flight by 10% Improving productivity of air traffics services Improve efficiency of air traffic services by 50% or more Responding to environmental issuesReduce CO2 emissions per flight by 10% Enhancing the international presence of Japan in the aviation field (Qualitative objective)

*ATM: Air Traffic Management, PBN: Performance Based Navigation, RNAV: aRea NAVigation Committee for Promoting Renovation of the Air Traffic System Committee for Promoting Renovation of the Air Traffic System PBN WG Cost-effectiveness analysis / performance assessment Subgroup Cost-effectiveness analysis / performance assessment Subgroup Planning and Coordination Meeting Research and Development promoting Subgroup TBO ad-hoc Data COM ad-hoc Surveillances ad-hoc + GNSS ad-hoc  The committee manages whole CARATS activity.  Each concrete discussion of the measure is carried out in each WG.  All of these meetings are collaborative activity in which JCAB, research institute, manufacturer and airline have participated.  GNSS ad-hoc was established last year. Working Framework 6

Improving Predictability Accurate time-based management Satellite-based Navigation for All Flight Phases Promoting Performance-based Operation (PBO) Enhancing Situational Awareness on the Ground and in the Air Making Maximum Use of the Capability of Human Beings and Machines Fly regularly on a pre-coordinated trajectory from departure to arrival Integrated ATC processing system Complete information- sharing and Collaborative Decision-Making High-density Operation in Congested Airports and Airspace Trajectory-based Operation (TBO) Image for Future Air Traffic Systems 7

Trajectory-based operation 8 2019-Implementation of time management at several crossing point 2026-Adjustment of trajectory as required to flexibility thorough the support of system 10 knots deceleration Initial stage of trajectory- based operation 30 knots deceleration 20 knots deceleration 10 knots acceleration Final stage of trajectory-based operation 2011-Implementation of time management at a crossing point Preparation of trajectory- based operation 20 knots acceleration Evasion of a thundercloud STEP1 STEP2 STEP3

9 CARATS ROADMAP(Operational Improvement)

10 CARATS ROADMAP(Enablers) Future communication media AeroMACS L-DACS Real time provision capability of revised trajectories Essential technology

High-speed data communication AeroMACS, L-DACS Information generated by future Air Traffic Systems on the ground Trajectory information, weather information, ATC instructions, etc Essential technology Information generated by avionics Next way point, weather information, climb rate, status of airborne, etc Future communication for Air Traffic Management 11
