COUNTER Code of Practice is a set of technical specifications for platform vendors

Consistent, Credible, Comparable
Elsevier Cambridge JSTOR COUNTER Code of Practice tells vendors how to capture and package usage – interactions between user or user agents and the interface and content.

Translates interactions with interfaces and content into counted statistics. Does not interpret user intent.
