3 COUNTER Code of Practice is a set of technical specifications for platform vendors

4 Consistent, Credible, Comparable
Elsevier Cambridge JSTOR COUNTER Code of Practice tells vendors how to capture and package usage – interactions between user or user agents and the interface and content.
