Korey and Serena join the Assessment Development team in support of the WCAS and the Smarter Balanced assessment in math, respectively.

13 New Resource: Starting Smarter website
We also wanted to introduce you to and take a walk through a new online resource for the Smarter Balanced assessments. It’s called Starting Smarter, and it is designed to replace the testscoreguide.org website that you may have used in the past. The title of this slide is hyperlinked to the live page, which is wa.startingsmarter.org; feel free to follow along on the live site as I go through these slides. We encourage you to share this resource with your staff, parents, and students. The first feature to note is the site can be accessed in both English [click to next] and Spanish.

That section also provides a sample of the score reports that are being printed and shipped to you in the district. Please note the Family Reports for spring 2019 have ben revised from previous years, so the sample shown on this page can be used as a resource for communication with parents.

On that page is a brief explanation of the area, also called a Claim. Further down the page are three sample test questions. These test questions do not look like what a student would see on an online test, and that was intentional. These questions are meant to show what content or skill a student might be asked to demonstrate in a grade for a specific Claim, not to represent the online testing environment. Finishing off that page are more resources for educators, parents, and students. There’s a Parent Teacher Conference guide, information on test accessibility resources, links to both GreatSchools.org and the Council of the Great City Schools, and finally a link to the Smarter Balanced Items website with even more sample items that folks can explore for more examples and insight into the test expectations.

Of those resources, we want to highlight the accessibility webpage. On that page are several short videos that each highlight a different accessibility tool available to students during testing. For example, these three videos on Color Contrast, Translation Glossary, and American Sign Language, represent just a few of these videos.

Yes, not all of the universal tools, designated supports, and accommodations have videos, but these videos can support understanding of those tools and features and can be one of multiple resources used to inform a decision about student access to the tools and features during testing.

20 WCAS Update: 2019–20 School Year
Braille administration Available only through paper-pencil In TIDE, select “Paper Pencil Braille” under the non-embedded accommodations section We do have one update for the WCAS we’d like to share at this time too. For students in grades 5, 8, or 11 who access state tests using Braille, the WCAS Braille tests will only be available via a paper-pencil form. To set this accommodation for a student, select “Paper Pencil Braille” under Non-Embedded Accommodations in TIDE.

Data from the 2018–19 Reminder: Deadline of October 15, 2019 Prepare with the “Assessment Inventory Data Collection Worksheet” (Test Coord > General Info) Questions? Kara Todd, Content Coordinator for Test Development Finally we want to remind everyone of the Inventory of Time Students Spent on Testing for 2018–19. Most everyone completed this inventory at the end of the 2018–19 school year, but that data is officially due on October 15, As previously, one of the best resources for completing this inventory is the Assessment Inventory Data Collection Worksheet. If you have any questions about the inventory, including to verify that your district’s data was submitted, please contact Kara Todd at

22 SBA ELA and Math – New Interims
Focused Interim Assessment Blocks (IABs) 42 Focused IAB’s Closer evaluation of specific targets Enhance formative assessment opportunities for educators There are some exciting new changes within the Smarter Balanced Assessment system to support educators and students for the coming school year. Teachers will find 42 new focused interim assessments within the testing portal this year. 21 of the focused interims are for English Language Arts and 21 are for mathematics. This breaks down to three focused interims per tested grade level. These focused interims are in addition to the interim blocks that have been available in previous years and continue to be available this year. Focused interims will evaluate only 1 to 3 specific targets, providing the educators more formative assessment opportunities regarding students strengths and weaknesses within specific content, while giving students more opportunities to interact with the testing system prior to the summative assessment. 23 SBA ELA and Math – ICAs for High School
9th and 10th grade Interim Comprehensive Assessments (ICAs) Grade level appropriate cut scores Grade level appropriate content There are now 9th and 10th grade Interim Comprehensive Assessments with grade level appropriate cut scores and content. This means if a student scores a 3 on the 9th or 10th grade ICA they would be considered “on track” toward college and career readiness by the end of high school. For the math 9th and 10th grade ICAs, the third year math content has been removed, so it will not include logarithms, end behavior of polynomials, imaginary numbers, etc. The ELA ICAs have the same items across the 9th, 10th, and 11th grade versions, only the cut score is different.

2019–20 Smarter Balanced Interim Assessment Overview New Digital Library Playlists in the fall for Focused IABs You can find more information regarding the interims via the link listed in the notes on this slide of today’s presentation. The link will take you to the Smarter Balanced Interim Overview document. There has been a push to create more Connections Playlists as instructional resources to support the new Focused IABs. Washington educators and educators from across the country created multiple resources for each focused interim over two workshops this summer. Those differentiated Connections Playlists will be available in the Digital Library in the fall.

25 SBA ELA and Math – Portal
Document Updates in the WCAP Portal Interim Hand Scoring Materials (THSS), Answer Keys, and Answer Keys-Detailed Will be available in TIDE and AIRWays Reporting Interim Blueprints Will be available in General Information folder under Resources tile Some of the documents in the portal will be updated this fall in preparation for interim assessments. This includes comprehensive information to give educators a deeper understanding of student scores. The Interim Hand Scoring Materials will give educators a detailed guide on how to manually score student responses on select open response interim items. Interim Hand Scoring Materials were previously referred to as Teacher Hand Scoring Materials, THSS. Answer Keys for interims will include pertinent information including Claims, targets, depth of knowledge, and corresponding common core standard for each assessment item. Answer Keys – Detailed will include the same information for items with the addition of difficulty, and evidence statement, among other descriptors. These materials can be found in TIDE as well as AIRWays. Interim Blueprints for Focused Interim Assessment Blocks, Interim Assessment Blocks, and Interim Comprehensive Assessments will be available through the Resources tile in the General information folder.

Interim results will be found in AIRWays Reporting Interims scores for the 2019–20 school year will not be available in ORS Lastly, interim results for 2019–20 administration will not be presented in the Online Reporting System, ORS, and will only be found in AIRWays.

28 Contact Information in WAMS Profile EDS > WAMS > Profile In WAMS Profile it is critical that you update your: Shipping address for secure test materials DC and DA contact information With the beginning of a new school year, it is important to make sure that the contact information for your district is correct and updated in WAMS Profile. This information is critical because it is used for communication purposes and test material shipments. So please take a couple of minutes to review the information and make any updates that might be needed, such as updating your shipping address, or removing people who may no longer be supporting assessments in your district and adding any new people. The User Profiles include: The District Test Coordinator The District Administrators And any Program Specific Coordinators you might have who support specific programs such as WaKIDS, WA-AIM, ELPA21, etc. The number of DAs or additional contacts is not limited, but keep in mind that DAs will receive all the same communications as DCs, including Sensitive Response Scoring Alerts. And, as a note, if you are the DC there is no reason to also list yourself as a DA, as you are already going to receive all communications and permissions in your DC role.

29 TIDE: New for 2019-20 New URL: wa.tide.airast.org
The Test Administrations have been collapsed into one administration for this year: WCAP School Year A specific administration only needs to be selected for additional orders. TIDE is now open for the school year. s with instructions on logging in for the new year were sent out to users on August 8. The information was also included in the August 8 WAW newsletter. Make sure if you bookmarked TIDE in the previous school year, that you update that bookmark. If you don’t, you will not be accessing the new version of TIDE. The URL has changed and is now wa.tide.airast.org Users need to reset their password for the new school year. If a user is able to log in without reactivating their account and changing their password, it means the user is logging in at the incorrect URL. When you enter TIDE, and are prompted to select a test administration, you will see that the Test Administrations have been collapsed into one administration for this year: WCAP School Year Through this one choice you will be able to add users, set test windows, create rosters, submit appeals and set students’ test settings for all the ELPA21, Smarter Balanced, and WCAS assessments. You will only need to select a specific administration, such as ELPA21 Summative Additional Paper Orders or Spring 3-8 Spring Additional Paper Orders, to place additional material orders. Please note that, as in previous years, you will not be able to place orders for additional materials until the additional order window for that administration has opened.

Until the new materials are posted, the versions are still available and should provide the information you need. Reminder: Spring materials will remain on the WCAP Portal until the current versions are posted.

31 Training for DC/DAs NEW district level assessment staff (DC/DAs)
Purpose: Orient NEW district-level assessment personnel to the OSPI staff, assessments, systems, and processes essential to SY Wednesday, August 21, 2-4pm Registration Link Will be recorded. Returning staff welcome to listen in. NEW and RETURNING district level assessment staff (DC/DAs) Purpose: Share information to help all district-level assessment staff (new and returning) to begin their tasks for the SY Friday, August 23, 2-4pm Registration Link Will be recorded. We’d like to invite all of you to trainings for new and returning district assessment DCs and DAs. First, we’d like to invite DCs and DAs who are new to their role for the school year to a webinar on Wednesday, August 21. We’ll give a high level overview to the OSPI staff, systems, processes and documents that are essential to the WCAP system. The registration link is in the slide and in the notes. Second, we’d like to invite both new and returning DCs and DAs to a webinar on Friday, August 23. In this webinar we will share information to help you begin your tasks, and get the school year off to a great start. A few things to note about both webinars: We will provide the slides ahead of time, likely the morning of the training. We will be more interactive during these training sessions than our current webcasts tend to be. Attendees will have chances to ask questions and get answers during the webinar, and we may follow up with more trainings as we learn from our audience. While the Wednesday training is more specifically for new DCs, returning DCs are welcome to listen in—sometimes it’s good to get back to the basics. 32 Select Assessments Update

33 OSPI SAT and ACT Vouchers
In section 102 of HB 1599, OSPI test vouchers concludes with the Class of 2019.   Class of 2019 (or earlier) students who have not met their assessment graduation requirement and who have not previously received an OSPI voucher, districts can submit the OSPI Voucher Request Form in late August for the school year.  Please consider using free and reduced lunch fee waivers from ACT or College Board for eligible Class of 2020 and beyond students.  OSPI is currently working on new contracts with ACT and College Board. Vouchers will be sent to the requesting districts when they are available.

34 WA-AIM-Fall Retakes Who: Students in grades 11 or 12
Eligible to take the WA-AIM as determined by the student’s IEP team Did not meet the WA-AIM graduation cut-scores in ELA (<104) and/or Math (<103) When: September 9-November 15, 2019 While there is no fall retake opportunity for the Smarter Balanced and WCAS, we will still have a WA-AIM fall retake opportunity for students with the most significant cognitive disabilities who have not met their CIA requirements. This opportunity is for students in grades 11 or 12, who have been determined eligible to take the WA-AIM as determined by their IEP team, AND who did not meet the WA-AIM graduation cut-scores on the HS WA-AIM during previous administration. We anticipate this number to be extremely low. OSPI will identify the anticipated student’s using previous WA-AIM data and send that vendor to DRC. Additional students not pre-identified by OSPI will need to be manually entered. Please contact Toni Wheeler if there are students you need added to eDirect for the fall retakes.

35 1-Day WA-AIM Fall Training Agenda
Understanding the WA-AIM Access Point Frameworks Define the key knowledge and terms of the assessed standards. Understand the differences between access points and between grade levels. Develop a common understanding of key terms and content related vocabulary. Explore and develop examples of IEP goals or student learning objectives from the Access Point Frameworks to help define instruction. Discuss activities and strategies to embed the assessed knowledge, skills, and abilities measured by the WA-AIM into daily instruction. WA-AIM Administration Training This fall I will again be hosted by the 9 regional ESDs for an in-person WA-AIM training. This year the morning will spent on Understanding the WA-AIM Access Point Frameworks- Through individual, small group, and whole group activities, participants to gain a deeper understanding of the Access Point Frameworks, which are the underlying structural framework for the knowledge, skills, and abilities of the WA-AIM. In the afternoon, participants will be given the WA-AIM administration training. This year’s training is really designed for those educators who will be administering the WA-AIM

37 ELP Assessment Update – ELPA21 Screener
The screener is open and ready for testing. Temporary IDs are available CEDARS is scheduled to open on August 15. The screener is running and we have a number of districts already testing. If you are planning to screen students, between August 15 and the start of school, please talk with your district’s local SIS provider to arrange for a timely CEDARS submission. If students’ records are in CEDARS, they will also be in TIDE. Taking this step early will alleviate some need for temporary IDs and other workarounds that will increase the workload later in the fall. If you are screening before the 15th, you can use the temporary ID issuance process to get students records in TIDE for testing. When possible, we recommend using a permanent SSID for students who take the screener.

38 ELP Assessment Update –Screener Training
TA Training for ELPA21 Screener test administrators is available on Moodle. Recorded webinar Quiz Registration DACs can find lists of trained TAs on WAMS. These lists will generally be updated weekly through September and then as needed. The TA training is available on Moodle for those administering the ELPA21 screener. Please ensure that all TAs complete all three steps of the training. Leslie will be updating a list of trained TAs on WAMS once or twice a week through September. The list is generated from the registration, so if TAs complete the quiz, but not the registration, they will not show on the list of trained TAs. DACs can find the list of TAs in WAMS under Assessment Operations Pre-Id.

39 ELP Assessment Update – ELPA21 Annual
K-1 Writing Supplements With the administration year, the K and 1 writing supplements will no longer be a part of the ELPA21 Annual testing experience. The tests for both kindergarten and grade 1 students will now only include the four online domain tests. To maintain standards coverage in the test map, additional online items will be included for writing domain test in these grades. As we move into our 5th year of ELPA21 testing, the ELPA21 consortium is looking at ways to streamline and advance ELP testing. One of the biggest changes in Washington will be the elimination of the K-1 writing supplement. (hold your applause, please). This means that kindergarten and first grade testers will need to complete only the four online domain tests. To maintain standards coverage items will be added to the online writing domain test in these grades.

40 ELP Assessment Update – Monitoring
As part of ESSA requirements, Leslie will be monitoring districts as they administer the screener and the annual (ELPA21 and WIDA). Monitoring may include: On-site visits to observe test sessions (Screener, Annual, and/or alt Annual) Access to district documentation for review of local processes Accommodation processes As a result of ESSA, OSPI is developing observation and monitoring protocols. Leslie will begin monitoring this year in 30 districts. You can expect an on-site visit if your district is chosen. During these onsite visits, Leslie will likely ask for documentation of processes around security, training, and ensuring appropriate accommodations. We appreciate your help and patience as we begin to implement this process.

41 ELP Assessment Update – Training
Two Available Trainings An introduction to the ELP standards and ELPA21 annual assessment and how to use assessment results in the classroom. This training will be a full day intended for content teachers who are interested in better serving their ELs. An in-depth approach to integrating assessment data in instructional planning across the curriculum. This training is intended to build on the first. ELPA21 will be providing two trainings for Washington state teachers in the fall. These trainings are being developed in response to field requests that more support be offered for general education teachers with English learners in their classrooms. The trainings will focus on understanding the assessment results, ELP standards, and integrating them into instruction effectively. OSPI has tentative plans for six sessions to be offered. Two sessions of each training will be available on the west side and one session of each will be available east of the mountains. Please watch the WAW and the ELP Assessment Update communications for exact dates and locations.

Windows 7 will be supported through end of testing in June, 2020, even though Microsoft official support for it will end in January, It will NOT be supported for testing. Mac OS X will be minimum Mac OS supported after OS X is released, likely in September or October iOS 11.4 will be minimum iPad OS supported after iOS 13 is released, likely in September (when new iOS Secure Browser is released in September or October) Chrome OS 75 and higher will be supported for testing

46 Update to Julie Voice Pack for Windows
For students testing on Windows machines, the NeoSpeech™ Julie Voice pack is again available for the school year (through June, 2020).  Full voice pack, new license file, and directions for installation can be found in TIDE on WCAP portal under Additional Resources. If you downloaded the Julie voice pack prior to August 5, 2019, you must either fully re-install the latest version of the voice pack or install just the new license file.
