3. A consortium of NSIs
NSIs are invited to produce a common approach with European value added, with at least five Member States working together, and with one of them to take the lead and to coordinate the project.
Without closing the possibilities for individual NSIs to make proposals, the objectives of this action should be ideally achieved through the setting up of a network of excellence at the European level.

4. Modalities The network coordinator will present the grant proposal
The action will be presented as a unique grant with detailed activities, action plan and timetable
The network coordinator will present the different activities that will be performed by each NSI
Grant agreement will be signed only with the network coordinator. Payments will be done to the coordinator that will then be responsible to make the necessary payments to the participating NSIs
A consortium agreement will formalise the commitment of participating NSIs in the distribution and execution of tasks

5. ESSnet
The idea of an ESSnet project is that a few countries, interested in a specific domain, would actively collaborate its development and disseminate the results to those not participating. The actions supported by the ESSnet shall serve the interests of the whole ESS while in line with the 5 year statistical programme.
NSIs are encouraged to participate actively in setting up ESSnet projects that would exploit and further develop their expertise in various domains. They are welcome to proactively propose collaborative actions. This could be either in sector working groups or at the SPC.

6. What is an ESSnet?

7. ESSnet Preparatory Phase
Proposed mechanisms for developing an ESSnet programme:
ESSnet projects proposals made in WG's sectors.
Eurostat to develop the yearly ESSnet plan of activities.
Eurostat to present it to the SPC for agreement.
Technical Proposals for the retained ESSnet projects sent to Eurostat
Eurostat to evaluate these proposals: accept, reject or request improvements.

8. Knowledge Transfer and Dissemination
An ESSNet core task:
Establishment of a Website for disseminating results
Training sessions to non members
Workshops, Handbooks or manuals for implementation
Development of methodological and IT tools made available
Provision of customised support for implementation
Present ideas to ensure inclusion of non-participating MS after the end of the project
Eurostat could eventually finance a more limited action for implementation in additional non participating NSIs
Additional evaluation of the project ( one year after the end of the contract) to assess the proposed actions for disseminating the results
