GFR, 2017 mandates all the Ministries sanctioning funds:
To register all implementing agencies till last level of implementation of PFMS to track fund flow and unspent balances; ii. To the extent possible “Just In Time” release of payments through PFMS, and; Contd…

Contd… To take help of PFMS portal to know the bank balance of recipient before making each release. The cash balances at a time should preferably be not more than three months of requirement.

DoRD: PFMS Status All payments by GoI is released through PFMS under all schemes – Central Sector and Centrally Sponsored Schemes (CSS) Payments to State treasury and other agencies through PFMS Just in time-DBT release of wages from GoI to MGNREGA workers through PFMS

5. As per PFMS, under CSS of DoRD, there are :

Observations in NRLM Some states have multiple agencies registered with multiple accounts eg:- Andhra Pradesh district level 20, block level 652 and village level 4757 agencies. Total agencies 5430 and bank accounts 5072. Telengana total 3794 agencies are registered and accounts are maintained. U.P total 4405 agencies and 4443 bank accounts maintained. Haryana having 1 agency at state level 1 at district level but there are 31 accounts. In Goa 1 state agency is registered with only 1 nodal account .

Observations in PMAY Some States have large number of agencies registered at all levels. eg:- J&K (1282),Nagaland (864), Odisha (338),Bihar (214). Assessment of requirement for District, Block and G.P level agencies registered needs to be done. Inactive agencies may be deregistered. Some states having agencies at district & block level but some are managing from state level only. Similar patterns may be followed. In a state not all Districts have registered agencies. Exp:- Andhra Predesh -24 district-15 district agencies ,Assam -33 district-26 Agencies Punjab having one (1) agency at state level with only one account. If its working then its ideal case.

Observations in PMGSY State Level:-
Andhra Pradesh (2), Bihar (2),Chattisgarh (2),Jharkhand (3), Telangana (2) has more than one agency registered, while others have one agency. Inactive agencies may be weeded out. Except H.P, J&K and Rajasthan all other states have more than one account operative at state level. For example in Bihar 11 accounts , Jharkhand 5 accounts. States may close the additional accounts and transfer their unspent balances to State Nodal Accounts. District Level:- Chattisgarh (36),Jharkhand (42), M.P (56),Nagaland (11), Telangana (9) and West Bengal (26) have multiple agencies. Other states have 0 agencies at District level. Even here, agencies are not linked to all districts.

The Essential Steps SNA with separate nodal account for each scheme. The implementing agencies ‘at the appropriate level’ (District, Block and GPs as required) should also be registered with PFMS Agency accounts to be mapped with the Scheme on PFMS.

Important issues Whether :
Any agency already registered needs to be weeded out? All the unnecessary accounts which are not required to continue have been closed only after transferring the balances in active accounts? ii. The balances shown in the PFMS at various levels are unusually high/low? iii. Agency account is shared by other schemes as well? if yes, the dedicated scheme accounts shall be opened? Contd..

Harnessing full Potential
HR: Full engagement of PDs with the PFMS ; capacity building, A ToT , for carefully selected nodal officers, at appropriate level could be organised. Tracking and Careful scrutiny of PFMS reports, Extensive review of the agencies registered on PFMS, Initiating corrective action, wherever required in mission mode latest by 31 July, Continuous watch over the balances, Immediate reporting of discrepancy or problem noticed with the system, if any,.
