3.9 million inhabitants connected to wastewater collection systems (55% of the total population) Less than 10% of municipal wastewater is treated Largest cities (Belgrade and Novi Sad) discharge municipal wastewaters directly into the Danube and Sava rivers EU is the biggest donor of Serbia In Serbia we are supporting a number of sectors. 12 The Western Balkan Investment Framework
The WBIF is a blending mechanism (Grants + Loans from IFIs) has so far supported investments worth €4.5 billion only in Serbia. The EU budget support accounts for €122 million and covers both technical assistance and investment works Eligible sectors include infrastructure development within: Environment Energy - priorities from the PECIs (Projects of the Energy Community Interest) and the PMIs (Projects of Mutual Interest) Transport - priorities from the TEN-T (Trans-European Transport) Core Network Social Private Sector Development (EDIF) Digital infrastructure (since 2018) We have a number of instruments to support Serbia in getting its vital public infrastructures upgraded. An increased number of opportunities will be open for both Serbian and European companies in building such infrastructures. The major initiative sponsored by the EU is the Western Balkans Investment Framework, which provides to the Serbian Government both, a tool for supporting the preparation of an increasing number of infrastructure projects up to the EU standards and a blending platform for getting key public infrastructure realised by a combination of loans and grants. The WBIF is traditionally supporting the Environment, Energy, Transport and Social Infrastructure sector. Digital infrastructure as well as SMEs infrastructure will be also supported via this instrument. The WBIF has so far supported investments worth €4.5 billion across eligible sectors only in Serbia. Grant support from the EU and the (European Western Balkans) Joint Fund (JF) totals €146 million whereas the value of signed loans exceedes €2.2 billion. The EU support accounts for €122 million and covers both technical assistance and investment works. ******** The WBIF was jointly launched in December 2009 by the European Commission, together with the Council of Europe Development Bank (CEB), the European Bank for Reconstruction and Development (EBRD), the European Investment Bank (EIB) - the partner IFIs, and the bilateral donors. KfW and the World Bank Group subsequently joined the Framework. In June 2017, the KfW became a partner organisation.

13 How WBIF financing process works:
projects are proposed for financing by the National IPA Coordinator (within the Ministry of European Integration) based on the Single Project Pipeline and requests made by the line Ministries in charge of key sector strategies project proposals are reviewed and rejected/approved by WBIF Steering Committee (twice a year for TA/once a year for Investment grants). Generally WBIF grants are used to co-finance contracts with IFIs loans. The contract procurement follows the IFIs rules on procurement, which are in line with EU Directives.
