The facilitators have to be involved and participate in the preparation of the local government meetings concerning the participatory budgeting process
This would motivate the facilitator and inform the facilitator on the different disicions and policies that are to be followed during the course of the process.

Local government should pay much attention to providing adequate conditions for the participants to participate in the meeting.

Avoid the shifting of the discussions to personal matters and irrelevant issues.
In the poor communes the facilitators have to be supported by the commune in order to carry out their mission (transportation expenditures)
