Mission Statement The Deutsche Forschungsgemeinschaft (German Research Foundation) is the central, self-governing research funding organisation that promotes research at universities and other publicly financed research institutions in Germany. The DFG serves all branches of science and the humanities funding research projects and facilitating cooperation among researchers The DFG is the central research council for Germany. It has a yearly budget of about 1,5 billion Euros and funds proposals form individuals, coordinated groups of researchers and institutions such as universities, libraries or media centers in a varioety of programmes. The libraries group, the precursor of the present day scientific libraries and information systems group that is the active partner in knowledge exchange, has a long history at the dfg. After World War II, the exchange of scientific literature with other countries along with the systematic purchase of literature in all disciplines for German libraries was one of the most important activities of the DFG. 22/05/2019 Norman Wiseman, JISC and Bas Cordewener, SURF

KE Structure Board: The board has a strategic advisory role within the initiative. It helps identify commonalities in the strategies of partner organisations and ensure that the interests of the higher education and research communities are served, with European and international perspective. Steering group: The steering group consists of senior responsible owners of the Knowledge Exchange initiative on behalf of the partner organisations. Partner representatives: Partner representatives initiate and direct the Knowledge Exchange Initiative and activities. They identify issues to be addressed and decide on the initial steps to be taken in facilitating contact between the experts within the partner organisation and their communities. How does KE work? Structural exchange … Partner Reps meet frequently to exchange developments within the four organisations Continuous process of spotting opportunities, brokering between demand and supply from within the organisations Procure overviews on topics of mutual interest: state-of-affair reports comparing level of development, ambitions and issues to be solved Analyse and synthesize findings and propose next steps to proceed Strategic management meet frequently and formulate shared vision … to support improved decisions Organise expert workshops (invite champions outside KE) or conduct further research that will lead to recommendations for the partner organisations – the core business of KE! A new strategic vision To make a layer of scholarly and scientific content openly available on the Internet Building an integrated repository infrastructure Exploring new developments in the future of publishing Facilitating integrated management services within education and research institutions Supporting the European digital libraries agenda. Decision maker’s forum in early October. Plans to focus on delivery of this vision, will guide the activities of KE, will influence the agendas of the partners and their own national and international activities. Whilst there’s no intention to broaden membership at this stage (forum view was that it’s safer to try and deliver with four, make it work before expansion) there’s strong desire to promote this vision to Europe and other national and international bodies, get them involved in debate and issue resolution. 22/05/2019 Norman Wiseman, JISC and Bas Cordewener, SURF

19 Towards sustainability
Creating structures in and between the partner organisations to promote a more sustainable approach to funding information infrastructure. How can successful projects that provide important services to the academic community be sustained? How can the partner organisations embed strategies for sustainable project development in their own funding programmes? How can the transfer of technologies and ideas between projects and countries be facilitated by the Knowledge Exchange? National licences Long term infrastructural change Senior management of partners met in July 2006, agreed the creation of a framework for testing multi-national licensing Partner and country experts on licensing met in September, agreeing on A joint international tender to move the multi-national licensing agenda forward while minimizing many of the risks involved. (The tender is planned for January 2007 with the bids expected to come in March/April 2007). A bench marking project concerning licensing methods Building a common overview for licensed content will be developed during the coming months. Short term benefits by exchanging best practice and exploring opportunities for improvements for the four partners: Workshop in Spring 2007 on four themes: getting content, providing access, statistics and evaluation, access and administration technology. 22/05/2019 Norman Wiseman, JISC and Bas Cordewener, SURF

21 Institutional Repositories
Lots of national activities, so emphasis to ensure interoperability ... Towards a common vision of repository infrastructure. Focus on solving genuine problems not currently being tackled elsewhere: ’not talks, but tasks’. Involving the (EU funded) DRIVER programme, a useful connection, because it means lessons learnt here can be adopted in DRIVER. Workshop of experts (beyond four partner countries) in Utrecht in January focusing upon six themes: usage statistics, research paper metadata, exchanging information, author identification, OAI, and e-Theses. Future Emphasis on improving value to partners by addressing key issues through a balanced mix of strategy, policy and practical activities. Aim to increase partners influence in Europe, and globally, on key strategic issues, including standards. Additional partners in future?
