Calls upon civil aviation to meet the growing demand of travellers and shippers in a sustainable manner, balancing economic progress, social development and environmental responsibility Calls upon our society to recognise the decisive role of aviation in a sustainable global economy

3 NOISE EQUATION Permanent search for a balance between universal rules necessary to global aviation and airport-based local requirements Balance in ICAO hands, based on CAEP achievements: New chapter 4 certification standards Re-certification process Balanced approach with no global phaseout

4 ICAO GLOBAL FRAMEWORK FOR A BALANCED APPROACH
Airport by airport based approach Aircraft restrictions only as a very last option Preservation of aviation unique intercontinental network

5 AIRPORT-BASED APPROACH
Local issue: each airport is different No regional “noise sensitivity” Noise abatement to be tailored to local situations, but local measures to be harmonised internationally for preventing harmful unilateral measures

6 BALANCED APPROACH Land-use control, mitigation measures, operational procedures & voluntary agreements Land-use Management to prevent incompatible residential developments to avoid quieter aircraft benefits to be lost by encroachment of new residential areas closer to airport to better share with neighbouring communities the economic & social benefits of air transport

7 AIRCRAFT RESTRICTIONS AS A VERY LAST OPTION
Only where and when the other measures have been fully exploited without solving completely the problem Only at critical moments (to start with) Only after consultation with airlines Only if ICAO defines the (chapter 3) aircraft to be locally restricted

8 AIRCRAFT RESTRICTIONS CONTEXT & EXEMPTIONS
On one side: the ICAO “Chapter 2” Resolution On the other: Growing phaseout pressures ICAO to guide and control, while helping airports to resist ICAO to also grant exemptions for preserving aviation unique intercontinental network (and thus satisfy operators from develping countries)

9 ATAG RESOLUTION ON SUSTAINABLE AVIATION
Submitted today to ICAO to stimulate noise debate to broaden environmental issues to work all together to be proactive to consolidate aviation contribution to a sustainable global economy
