I. Post-Civil War South was devastated in all aspects
Reconstruction was the reintegration of the southern states into the Union It was the state’s job to rebuild things Hard to do without any money The federal gov’t took a major role in protecting the freed slaves Northern Republicans have control of Congress

II. Reconstruction Lincoln’s Plan
10% of citizens in a state swear loyalty Hold new elections Outlaw slavery Easy to meet goals that should help start the healing process

II. Reconstruction Johnson’s Plan 10% loyalty New elections
Ratify the 13th Amendment (good) Wealthy Southerners must ask for a presidential pardon (bad) Angers many in North and South

II. Reconstruction Congressional Plan
Congress refuses to admit Southern officials & sends the 14th to the states for ratification Southern states refuse to do so Military Reconstruction Act of 1867 Splits South into 5 military districts These new gov’ts ratify the 14th amendment

II. Reconstruction President Johnson’s impeachment
He tried to remove a member of the Cabinet Congress says that is their job He does it anyway Congress impeaches him Not removed from office but loses his power

III. Southern Reaction Southern states pass Black Codes
Laws that restrict the freedom of black people They elect former Confederates to Congress Vigilante groups engage in violence toward the freedmen South opposes the Freedmen’s Bureau Organization meant to help all those affected by the war South opposes the 14th Amendment

13th Amendment Freed all slaves in the United States States had to accept it before they could form new gov’ts

14th Amendment Citizenship to all born in the US Equal protection for all citizens Due process of law Overturns Dred Scott decision

15th Amendment All male citizens have the right to vote AAs want to vote Republicans wants the AAs to vote for them Federal troops attempt to protect AAs that vote

V. African Americans Most stayed on the same plantation
No money and no where to go Some moved looking for family members Exodusters – AAs who moved to Kansas Started own churches and communities Began going to schools Freedmen’s Bureau schools Black colleges started by Northerners

V. African Americans B/c of the new amendments, blacks elected many others to state legislatures and Congress Got land from the Freedmen’s Bureau It was taken away when whites were pardoned Never got their “40 acres and a mule”

V. African Americans Freedmen’s Bureau also set up sharecropping agreements Workers gave labor Land owners gave land and tools Workers paid with a share of their crops Owners rigged the system by overcharging for everything Workers could never get out of debt

White Southerners that joined the Republican Party Carpetbaggers Northerners that moved south to help/steal Mostly Republican White Southerners: Hated blacks Hated scalawags Hated carpetbaggers
