Document: Rationale, ± 25 Guidance Concept Forms (GCF) for the 3 thematic areas Flexibility of GCF concept Exhaustiveness of GCF not needed, depends on questions of the WG, could be completed later It will include innovating approaches (e.g. comparisons between WFD and BHD)
