3 Target 1 – Nature conservation
Core Habitats Committee (ENV B3) Ornis Committee (ENV B3) Other relevant fora Natura 2000 Management WG (ENV B3) Natura 2000 Seminars (ENV B3) Natura 2000 ad Hoc and expert groups (e.g. on inland waterways, agriculture, forest, marine, aquaculture etc.) Reporting Expert Group (ENV B3) SEBI (EEA/ENV) Natura 2000 ad Hoc groups listed for all targets where relevant

4 Target 1: Nature Conservation
To halt the deterioration in the status of all species and habitats covered by EU nature legislation and achieve a significant and measurable improvement in their status so that, by 2020, compared to current assessments: (i) 100% more habitat assessments and 50% more species assessments under the Habitats Directive show a favourable or improved conservation status; (ii) 50% more species assessments under the Birds Directive show a secure or improved status.

5 Target 1: Fully implement the Birds and Habitats Directive
(Baseline) new Assessment 2014 Species Habitats ? Mock-up Measure 1: x% of species assessments have an improved conservation status meaning Target 1 is [fully/nearly/not] reached ? Measure 2: x% of habitat assessments have an improved conservation status meaning Target 1 is [fully/nearly/not] reached Key actions

6 Proposed information on key actions
Cumulative surface area of sites Designated by the Habitats Directive (SCIs) over time

7 Target 2: Ecosystem maintenance and restoration
By 2020, ecosystems and their services are maintained and enhanced by establishing green infrastructure and restoring at least 15 % of degraded ecosystems. Actions: Improve knowledge of ecosystems and their services in the EU Set priorities to restore and promote use of green infrastructure Ensure no net loss of biodiversity and ecosystem services

8 EC MS Being done or in the pipeline (EC) 5 Assistance Map & assess state of ecosystems & their services by 2014; assess economic value of ES; promote integration into accounting & reporting at EU & national level by 2020 EU level mapping & assessment of ecosystems and services, TEEB, economic valuation of ES, WG Mapping & Assessment of Ecosystems & services 6a Strategic framework to prioritisation of ecosystem restoration at sub-national, national and EU level by 2014 6b Green Infrastructure Strategy by 2012 Workshops, working group, studies 7a Tools and methodology to biodiversity proof EU investments by 2014 cooperation Study call for tender; EIA review; EIA & SEA guidance; MFF 7b No net loss of ecosystems & ES by 2015 Working group NNL

BIODIVERSITY STRATEGY TO 2020 – LINKAGES WITHIN TARGET 2 AND WITH OTHER TARGETS Knowledge-base Action 5 Mapping & assessment of ecosystems and services (by 2014) Economic value assessment and integration into accounting and reporting systems(by 2020) Policy tools Action 6a Restoration prioritisation framework (by 2014) Action 7a Biodiversity proofing methodology (by 2014) Baseline Policy initiatives Maintenance of ecosystem services Action 6b Green Infrastructure Strategy (by 2012) Action 7b No Net Loss initiative (by 2015) Strategic approach to compensation Target 1 Nature legislation Target 2 By 2020, ecosystems and their services are maintained and enhanced by establishing green infrastructure and restoring at least 15% of degraded ecosystems Target 5 Invasive alien species Target 3 Agriculture and forests Target 4 Sustainable fisheries Other EU legislation, WFD, MSFD…

10 THE STATE OF ECOSYSTEMS & SERVICES IN THE EU

11 Target 3a: Sustainable Agriculture
By 2020, maximise areas under agriculture across grasslands, arable land and permanent crops that are covered by biodiversity-related measures under the CAP so as to ensure the conservation of biodiversity and to bring about a measurable improvement(*) in the conservation status of species and habitats that depend on or are affected by agriculture and in the provision of ecosystem services as compared to the EU2010 Baseline, thus contributing to enhance sustainable management. (*) Improvement is to be measured against the quantified enhancement targets for the conservation status of species and habitats of EU interest in Target 1 and the restoration of degraded ecosystems under target 2.

12 Target 3b: Sustainable Forestry
By 2020, Forest Management Plans or equivalent instruments, in line with Sustainable Forest Management (SFM), are in place for all forests that are publicly owned and for forest holdings above a certain size** (to be defined by the Member States or regions and communicated in their Rural Development Programmes) that receive funding under the EU Rural Development Policy so as to bring about a measurable improvement(*) in the conservation status of species and habitats that depend on or are affected by forestry and in the provision of related ecosystem services as compared to the EU 2010 Baseline. (*) Improvement is to be measured against the quantified enhancement targets for the conservation status of species and habitats of EU interest in Target 1 and the restoration of degraded ecosystems under target 2. (**) For smaller forest holdings, Member States may provide additional incentives to encourage the adoption of Management Plans or equivalent instruments that are in line with SFM.

13 EC MS Being done or in the pipeline (EC) 11a Adoption of management plans for forests LIFE+ 11b Innovative mechanisms (e.g. PES) to finance maintenance and restoration of forest ESs CAP reform 12 Ensure that forest management plans include as many as possible of measures listed (min. deadwood, wilderness areas, ecosystem-based measures for fire resilience, Natura 2000 forests, afforestation)

14 Target 4: Sustainable Fisheries
Achieve Maximum Sustainable Yield (MSY) by Achieve a population age and size distribution indicative of a healthy stock, through fisheries management with no significant adverse impacts on other stocks, species and ecosystems, in support of achieving Good Environmental Status by 2020, as required under the Marine Strategy Framework Directive.

15 Target 5: Combat Invasive Alien Species
By 2020, Invasive Alien Species (IAS) and their pathways are identified and prioritised, priority species are controlled or eradicated, and pathways are managed to prevent the introduction and establishment of new IAS Dedicated legislative instrument adopted in 2012 Early-warning system Derogation system (Habides?) Reporting provisions in line with related provisions under BD & HD, WFD and MSFD

16 Target 6: Global Biodiversity
By 2020, the EU has stepped up its contribution to averting global biodiversity loss. EU contribution to the Strategic Plan for Biodiversity, and its 20 Aichi Targets Target 5: by 2020 rate of loss of natural habitats halved, degradation and fragmentation significantly reduced Target 11: by 2020, 17% terrestrial and inland water, and 10% coastal and marine areas are conserved, effectively managed, well connected and integrated into wider landscape and seascapes etc.
