2 PROJECT DEVELOPMENT OBJECTIVE
Support the Department of Antioquia’s long-term vision to improve the employability of young people and increase the competitiveness of the labor force, By: increasing equitable access and retention in upper-secondary education, improving equitable educational achievement in upper-secondary education, and increasing the proportion of secondary-education graduates who continue on to tertiary education.

3 IMPLEMENTATION LEVEL-RESPONSIBILITIES SEDUCA/ DEPARTMENT / MUNICIPALITY
Coordination and management of the project Promotion and dissemination of project results Provide technical assistance to schools for designing implementing and monitoring subprojects Supervise the project implementation at the school level Strengthen partnerships with education entities Project Accounting, Reporting and Auditing (SAI) Documentation and dissemination of lessons learned and best practices

4 IMPLEMENTATION LEVEL-RESPONSIBILITIES SCHOOL
Design and implement subprojects in the framework of the school and community needs Coordinate the process for assigning and monitoring the subsidies and Conditional Scholarship Establish partnerships with the private and productive sector and communities Monitor and evaluate project interventions Provide information on the project implementation results and impact at the schools and community level Form part of the school municipal network Administer sub-project resources following Bank procedures

5 CONTROL INNOVATIVE MECHANISMS EMPOWERMENT OF SCHOOLS
Design and implement a sub-project base on the needs of the school and the community 47.3% of loan funds will be transfer to 390 public rural schools CLEAR AND SIMPLE RULES Regulations and supervision by SED with regard to the transfer controls Procedures for the approval of expenses by the school board Rules of operation for revolving fund with a 30% advance deposit, and further deposits conditioned to satisfactory justification of expenses Implementation of SAI’s Internal control recommendations of recent audits

6 CONTROL INNOVATIVE MECHANISMS
BUILDING SCHOOL CAPACITY Qualified personnel Training in budgeting, accounting, and treasury procedures to school staff Technical Assistance Operational Manual Tools Incentives PARTNERSHIP WITH CIVIL SOCIETY, OVERSIGHT AND FEEDBACK Representation of the community and productive sector in the school board Agreements with the productive sectors to develop a relevant curricular proposal Presentation of the sub-projects results to the stakeholders

7 CONTROL INNOVATIVE MECHANISMS
ACCOUNTABLITY Separate bank account for the project (two authorized signatures) Oversight by all stakeholders (school board, community representatives, families, student associations) Transparent publication of the recipient schools, sub-projects and its results Quarterly audit system for the schools to be carried out by department SAI Dissemination of best practice sub project
