NCTS-TIR Pre-Declaration Requirements On arrival at the Office of Departure /Entry in the EU - Once all usual TIR Carnet formalities are completed i.e. Voucher 1 removed, seals checked and recorded on the NCTS, the movement is accepted and the MRN is generated. Note: If S&S data has been included in the declaration a control may be carried out. The TAD can now be printed and is affixed to the TIR Carnet.
