3. Renewable Generator Allocation Methodology
BTM-PV is counted toward the RPS goal for all states except California
If the unit was also in the 2026 CC, the same allocation was used for the 2028 ADS PCM
Units not coming from 2026 CC
All units located in CA were allocated to CA
All units located in AB were allocated to AB
Other units were researched and allocated according to utility websites, power purchase agreements, etc.
158 left after and those units were allocated to the states which they were located in.

Energy Requirement
The sales forecast assumes a loss of 6% transmission loss from the load forecast.
California is an exception in that the BTM-PV forecast is taken out of the sales forecast in addition to the 6% transmission losses.

At the end of 2027, the incremental goal is 45%

13. How to calculate RPS energy targets for states/provinces in the Western Interconnection
General RPS framework
Identify key RPS provisions for states/provinces
Derive state/provincial loads and sales from BA forecasts
Calculate RPS energy targets (GWh) for each state/province

14. General RPS Framework General rule across jurisdictions:
Base (GWh) x Rate (%) = RPS RE (GWh)
RPS RE = Target level of renewable energy
Base = Sales of electricity by utilities covered by the RPS policy (e.g. IOUs, coops, munis, etc)
Rate = Percentage of electricity sales that must be from renewable generation (e.g., wind, solar, geothermal, biomass)
