RAWG Agenda Item 6 - 2015 LAR Data WECC Staff

Data Elements Generator information – Existing – Changes Monthly Peak Demand and Energy (actual year and 10 year forecast) – Demand-side management – Energy efficiency – Outages

Data Elements continued Actual generation by month by fuel type* Transfer path capabilities Regulating Reserves Hourly demand** Hourly Hydro production Hourly Wind production Hourly Solar production

Data Elements continued Projected Transmission Projected Transformers Protection System Operations

Data Elements - Uses NERC Reliability Assessments – LTRA, Seasonal, probabilistic, etc. Reported by NERC to EIA to satisfy form EIA- 411 filing requirements. WECC Assessments – Power Supply Assessment, State of the Interconnection, etc.

Consumption, Interchange and Generation Building energy vs. capacity profile – WECC CEO – Used in the State of the Interconnection – Contribute to the Clean Power Plan discussion – Other future assessments and reports (as outlined in the ERO delegation agreement) Looked at the WECC total as provided in the 2015 LAR data submittal – approximately 100,000 GWh difference – Investigated individual BA submittals, found differences in the majority of BA submittals – Identified calculations errors and reduced the differences to 66,000 GWh

Consumption, Interchange and Generation Accessed the WECC Interchange Tool (WIT) to resolve the differences – Still had significant GWh variances – Generated individual BA email with consumption/interchange and generation calculation as supplied by LAR submittal and WIT tool.

Consumption, Interchange and Generation Received comments from many data reporters. Here is a summary of the responses – Provided updated submittals – Explained transfer differences – Confusion on what units to report in the actual generation data – Questioned use of WIT and/or number provided as WIT – Questioned need for analysis

Consumption, Interchange and Generation Data request – Assumption that total WECC prior year actual generation and consumption numbers should balance. How can we get there? BA balance, add transfer numbers to request, WECC continues to use WIT, Other?

Other LAR data request comments Other actual generation request comments Protection System Operations Retirements (confirm/ non-confirmed) Narrative request questions and comments Not enough time to respond Data request getting too large

LAR request and the MOD standards MOD-31-1 standard states, “To provide authority for applicable entities to collect Demand, energy and related data to support reliability studies and assessments….” MOD-31-1 – Requires Planning Coordinator, Transmission Planner, Balancing Authority, Resource Planner, Load-Serving Entity, Distribution Provider to collect and/or provide in part “…Total Internal Demand, Net Energy for Load, and Demand Side Management data…”
