The absence of a regulatory framework exacerbates the lack of advancement of digital teaching and learning resources at universities. Nevertheless, there are already solutions for many of the legal challenges. The potential of digital media in teaching can only be fully exploited if the existing data protection laws are revised. Copyright reform would allow professors and students to develop teaching materials on a timely basis that can also be used and edited continuously.
