3. No escape from ‘elf and safety’ / risk assessment
Important - Elf and Safety Notice
All employees planning to dash through the snow in a one horse open sleigh, going over the fields and laughing all the way are advised that a Risk Assessment will be required addressing the safety of an open sleigh for members of the public. This assessment must also consider whether it is appropriate to use only one horse for such a venture, particularly where there are multiple passengers. Please note that permission must also be obtained in writing from landowners before their fields may be entered. To avoid offending those not participating in celebrations, we would request that laughter is moderate only and not loud enough to be considered a noise nuisance.

4. A Christmas Eve dilemma – syndicate excercise
Our modern day Father Christmas and his helpers are getting ready to deliver presents when a hole is discovered in the metal petrol tank of their vehicle.
The only chance they have of delivering presents on time is to repair the petrol tank by welding a patch on it.
They have use of a garage which is attached to a friend’s bungalow - thus relatively warm - and good facilities including a pit and a very wide selection of tools and equipment. (The friend is actually away over Christmas).
They have other friends who are members of BHSEA who they ask to do a risk assessment (Task 1) and tell them the key steps to ensure safety (Task 2). The information is to be prepared in a simple form and ed ASAP.

Improvement Notice
It can happen to anyone including the HSE
HM Inspectors of Health and Safety investigated the incident and served a Crown Improvement Notice requiring HSE to provide a system of work for proof testing and leak testing an assembled hydrogen line and test tank to ensure, so far as is reasonable, the safety of employees and other people in the vicinity. HSE complied with the Notice.
The investigation by HM Inspectors concluded that the pressure testing went wrong because of failings to assess, plan, manage and control a well-known risk of death or serious injury.
The investigation team found the incident could have been prevented by putting in place recognised control measures available in longstanding published guidance.
