Competition between President and Congress over who should control Reconstruction Lincoln wants to reunite nation as quickly and painlessly as possible Congress wants to show rebelling states that secession is unacceptable

4 Lincoln’s 10% Plan Lincoln wants to offer amnesty to southerners that swear an oath of loyalty to the US and agree to a ban on slavery Amnesty- official pardon for illegal acts Once 10% of state’s voters take the oath of loyalty that state could be readmitted to the Union

5 Congress Plan Congress believes that only legislative branch has the power to admit states into the Union so only they have power to control Reconstruction

6 Congress Plan Wade-Davis Bill Lincoln refuses to sign bill to law
Before a state is to be readmitted they must first Ban Slavery Majority of adult males must take an oath of loyalty to the US Only those that swear to have NEVER supported the CSA can vote or hold public office Lincoln refuses to sign bill to law

7 13th Amendment Ratified on December 18, 1865
Changed the Constitution to outlaw slavery in the United States Effects on former slaves-

8 Freedman’s Bureau Government agency created by Congress to provide relief for ALL poor people in the south Headed by Oliver O. Howard

9 Freedman’s Bureau What it did Distributed food to poor
Supervised contracts between ex-slaves and their employers Assisted African American veterans Promoted Education in the South by Building schools Providing books Providing teachers Establishing colleges
